International fees


Students from countries outside the European Union and not assimilated with Belgians
are required to pay international fees the amount of which depends on the cycle of studies and the country of origin. These fees are the same for all the universities in French-speaking Belgium.
In 2012-2013 the international fees applicable to students who enrol for the first time in an university in French-speaking Belgium in a first program of studies of the first or second cycle are €1923 (developing countries) or €3845 (industrialised countries). These students have to pay the international fees the first year of their course*. The next year of their course, they are exempted of the international fees if they passed the year before. They pay the international fees if they didn't pass the year before. 
Unless they change course or institution, students who started university in French-speaking Belgium before 2011-2012, as regards the payment of or exemption from international fees, remain under the same conditions as when they enrolled for the first time (exempted or liable) provided they maintain the same status as student (PhD student, scholarship recipient of an approved organisation, etc). However, they get the rates 2012-2013 (see under).
*Course means the totality of both cycles (bachelor + master).

** “Developing countries” refers to the list of beneficiaries of development aid drawn up by the OECD.
*** This includes the preparatory years (transition studies, recognition of acquired experience, or recognition of credits by the examination board)
****Except if the student already has a diploma of advanced master or a PhD obtained in an university in French-speaking Belgium. In this case, he/she has to pay the international fees (1923 euros)

 2. Automatic exemptions

An automatic exemption is granted for these programs:

- 3rd cycle studies (PhD, doctoral programs, and 3rd cycle supplementary years) for all students.
- Complementary 2nd cycle studies (advanced Masters) for all developing countries students (except ****)
 
A standard exemption is granted for these cases:
 
- Scholarship recipients from approved organisations, such as those from the French-speaking Community of Belgium);
- Scholarship recipients from approved organisations: recognised “training costs” scholarships offered by the CTB, DGCD, CUD, APEFE, VVOB, VLIR, NGO and “international courses” scholarships offerd by the CUD;
- Non-European WBI and AUF scholarship recipients;
- Erasmus Mundus students;
- Scholarship recipients of the SAE (Study Allowance Service of the French-speaking Community of Belgium);
- Partners of PhD students;
- Graduates from non-university higher education institutes of the French-speaking Community of Belgium (CfWB) who have access to 2nd cycle university studies by virtue of Article 51 par. 3 of the Decree of 31 March 2004;
- Non-European students who have obtained a Belgian Certificate of Upper Secondary Studies (CESS) after completing the last three years of secondary schooling in the CfWB;
- Students from Haiti
