Main themes

The course deals with the EU policies ' research agenda and regulation - aimed at fostering and shaping the digital economy and society. In particular, the course deals with (1) the digital networks, (2) the digital services and platforms offered on those networks and (3) the new challenges raised by the rapid development of the Internet of Things, Big Data and artificial intelligence.

Learning outcomes

At the end of this learning unit, the student is able to :
1	The aims of the course are to (1) understand the main EU policies regarding the digital economy and society from an interdisciplinary perspective (insights from the law, economics and anthropology), (2) articulate the relationships between the research agenda and the regulation promoted by the European Commission, (3) specify, and critically reflect upon, the values and objectives underpinning those policies.

Content

The aim of this course is to introduce students to the complexity of European digital policies. The
course is structured around several blocks of questions:

- European research and digital innovation: the Horizon Europe program, the Digital Europe program
(DIGITAL) and their socio-ethical framework, sustainable and responsible digital innovation.
- Policies and legislation of digital platforms: the powers of platforms and digital markets, obligations
and responsibilities of gatekeepers, respect of fundamental rights.

- Policies and legislation of big data and artificial intelligence: governance of data-driven companies,
ethical and social challenges arising from the development of artificial intelligence and robotics,
regulation by design.

Evaluation methods

The final evaluation will consist of a written exam at the end of semester.
