allocating public resources. He is curious about the world and feels concerned about its problems. He apprehends the world in terms of

human flows. He thinks in terms of
development,
innovations and
global strategy. He observes facts and questions
statistics. He uses
tools for analysis,
models and pushes back the limits of knowledge. He seeks for a balance between intuition and rationality.
