“Unraveling a Mystery : the Influences of Deliberative Minipublics on Public Decisions”

Abstract

Deliberative minipublics are being considered as a potential solution to address the multiple challenges facing representative democracies. Their unique design of these participatory processes, combining civic lottery with structured deliberation, is believed to have positive effects on crisis of democracy. Nevertheless, these positive expectations are mostly theoretical and need further investigation to determine their actual effectiveness.

This PhD thesis investigates the main function associated to minipublics, which is to form a considered collective will to influence public decision-making. The research makes conceptual, methodological, empirical and theoretical contributions. Firstly, it develops a conceptualization of the influences of minipublics by taking into account the initial preferences of decision makers and whether they cherry-pick recommendations. Second, it proposes a new analytical framework, the Sequential Impact Matrix, to measure the influences of minipublics and shows the importance of interviewing decision makers in order to trace causality.

Empirically, it conducts a case study of the citizens’ panel “Brussels— Make your Mobility” and finds that the panel did have an important impact on the mobility plan “Good Move”. However, most recommendations were in line with the government’s agenda. The case study also highlights the need consider the broader political influence of minipublics beyond the adoption of policy recommendations.

Theoretically, the PhD thesis reviews the literature on public policy and argues that minipublics cannot generate significant policy changes on their own, but can only help trigger changes in specific, rare configurations. It also argues that expectations for minipublics’ influence on public decisions should not come from the minipublics themselves, but from the decision makers and how they engage with the results. For a lack of policy influence may still have important political influence and improve democracy, while a large policy influence may undermine the legitimacy of public decisions.

In conclusion, the thesis reflects on the capacity of minipublics to deliver. It warns against creating a “minipublic bubble” if we do not carefully evaluate minipublics’ genuine contributions to solve the crisis of democracy. To unleash the great democratic potential of minipublics, it calls for the development of a problem-based approach to their conception and for the implementation of fewer but grander minipublics.

Les minipublics délibératifs sont considérés comme une solution potentielle pour relever les multiples défis auxquels sont confrontées les démocraties représentatives. La conception unique de ces processus participatifs qui combine une loterie civique avec une délibération structurée génère de grandes attentes. Néanmoins, ces promesses sont principalement théoriques et nécessitent une étude plus approfondie pour déterminer leur efficacité empirique.

Cette thèse de doctorat étudie la principale fonction associée aux minipublics : former une volonté collective raisonnée et informée pour influencer la prise de décision publique. Cette thèse de doctorat apporte des contributions conceptuelles, méthodologiques, empiriques et théoriques. Premièrement, elle développe une conceptualisation de l’influence des minipublics en prenant en compte les préférences initiales des décideurs et la question de savoir s’ils sélectionnent uniquement les recommandations qui coïncident avec leurs agendas politiques. Deuxièmement, il propose un nouveau cadre analytique, the Sequential Impact Matrix, pour mesurer les influences des minipublics et, de plus, démontre l’importance d’interroger les décideurs afin de s’assurer que l’impact sur les décisions publiques provient bien d’un minipublic et non d’une autre source d’influence.

Empiriquement, il réalise une étude de cas du panel citoyens « Brussels—Make your Mobility ». Celle-ci montre que le panel a eu un impact important sur le plan de mobilité « Good Move », bien que la plupart des recommandations étaient conformes à l’agenda du gouvernement. Cette étude de cas souligne également la nécessité de considérer l’influence des minipublics au-delà de l’adoption de recommandations et d’examiner leurs effets sur la politique.

Sur le plan théorique, la thèse de doctorat passe en revue la littérature sur la politique publique et soutient que les minipublics ne peuvent pas générer seuls d’importants changements de politiques publiques. Ils peuvent contribuer à déclencher de tels changements, mais uniquement lorsqu’il y a un alignement des planètes. La thèse aborde ensuite les attentes concernant l’influence des minipublics sur les décisions publiques : quelle influence devraient-ils exercer ? Celles-ci ne devraient pas venir des minipublics eux-mêmes, mais plutôt des décideurs et comment ils réagissent aux recommandations. En effet, une absence d’influence sur les décisions publiques peut tout de même dissimuler une importante influence sur la politique, tandis qu’un grand nombre de recommandations traduites en décisions publiques peut en fait saper la légitimité de ces décisions.

En conclusion, la thèse remet en question la capacité des minipublics à résoudre la crise de la démocratie. Les nombreux bénéfices associés aux minipublics génèrent une « minipublic bubble », qui augmente artificiellement leur potentiel et risque d’exploser si nous n’examinions pas plus précisément leurs contributions pour résoudre la crise de la démocratie. Si l’on veut réaliser l’énorme potentiel démocratique des minipublics, il faut développer une approche plus pragmatique de leurs conceptions et usages et favoriser l’implémentation de minipublics plus long and avec plus de participants.

Contrôler les assistés : Genèses et usages d’un mot d’ordre

Contrôler les assistés s’est imposé à partir des années 1990 en France [comme en Belgique] comme un mot d’ordre politique, bureaucratique et moral. Jamais les bénéficiaires d’aides sociales, et parmi eux les plus précaires, n’avaient été aussi rigoureusement surveillés, ni leurs illégalismes ou leurs erreurs si sévèrement sanctionnés. Un mécanisme implacable à plusieurs facettes sous-tend cette spirale rigoriste à l’égard des assistés : des leaders politiques qui pourfendent la fraude sociale et qui parviennent à stigmatiser leurs contradicteurs comme naïfs ou complices ; des administrations qui surenchérissent dans des technologies de contrôle toujours plus performantes ; une division du travail bureaucratique qui déréalise et déshumanise le traitement des cas ; le fonctionnement interne de commissions où la clémence est toujours plus difficile à défendre que la sévérité ; le point d’honneur professionnel du contrôleur de la caisse locale qui traque la moindre erreur au nom de l’exactitude des dossiers. Au nom de la responsabilisation individuelle, de la lutte contre l’abus, de la maîtrise des dépenses, un service public fondamental qui vise à garantir des conditions de vie dignes à tous les citoyens contribue désormais à un gouvernement néopaternaliste des conduites qui stigmatise et précarise les plus faibles.

Speakers : Frédéric Ramel and Nicolas Moll

Frédéric Ramel is Full Professor of Political Science at CERI, Sciences Po Paris. His research focuses on international security, intergovernmental organizations, and normative issues in IR. One of his research programs is dedicated to aesthetics, music, and sensitivity in the international realm. He devoted his last book to Benevolence in International Relations. A political essay (CNRS Editions, 2022).

Nicolas Moll holds a PhD in Contemporary History from the University of Freiburg. He is an intercultural trainer and the coordinator of ”Memory Lab – Trans-European Exchange Platform on History and Remembrance”. He published Solidarity is more than a slogan (Rosa Luxemburg Stiftung, 2021) and was the expert in charge of the exhibition “Wake up Europe!” realized by the History Museum of Bosnia and Herzegovina (2022).

Ce cycle sera inauguré par une conférence de Martina Kopf (Johannes Gutenberg Universität Mainz/Université Paris Nanterre): « Désintégrez-vous ! » Projets de société dans l’essai-manifeste postmigrant

Ces dernières années ont vu la publication de plusieurs essais ou recueils d’essais, prenant souvent la forme de manifestes, dans lesquels des autrices ou auteurs critiquent la société et le monde politique, tout en esquissant des projets de société postmigrante. De façon intéressante, ces essais et manifestes ont émergé tant en Allemagne (Max Czollek, Fatma Aydemir, Hengameh Yaghoobifarah, Ilija Trojanow, Navid Kermani) qu’en France (Patrick Chamoiseau, Michel le Bris, Édouard Glissant). On s’attachera précisément à adopter un point de vue comparatiste sur ces essais et sur leurs projets de société respectifs, qui se verront essentiellement abordés à travers les concepts de « société postmigrante » et de « perspective postmigrante ».

La seconde partie de la séance sera consacrée à la présentation du programme du séminaire pour la période d'avril à juin.

“Connecting the dots? The European Union's diplomacy across the international regime complex on climate change”

Abstract

The international governance of climate change is spread across a variety of overlapping fora dealing with specific aspects of the broader climate change challenge. These fora collectively make up the international regime complex on climate change. This dissertation examines the European Union’s (EU) diplomacy within this regime complex. Focusing on four multilateral negotiations within the international regime complex on climate change (UNFCCC Paris Agreement – 2015, ICAO CORSIA – 2016, Kigali Amendment to the Montreal Protocol – 2016, and the Initial IMO Strategy on Reduction of GHG Emissions from Ships – 2018), it identifies the specific ways the EU connects its preferred negotiating outcome in one forum of the regime complex with its action in another forum (fora), as well as the conditions shaping these ‘connections’. To do so, it employs a sequential research design utilising qualitative content analysis, qualitative comparative analysis, and process tracing. Data analysis is based on a triangulation of 53 semi-structured interviews with officials involved in the four negotiations, official documents, and press reports.

The dissertation identifies four ways in which the EU utilised different fora of the regime complex to facilitate its preferred outcome in the four negotiations (connection types): employing typical multilateral negotiation activities, overcoming specific issues of the negotiations, creating political momentum, and ensuring cross-fora coordination. The analysis suggests that the EU’s use of the specific connection types is determined by the extent to which a given forum of the regime complex overlaps with the main negotiating forum as well as the EU’s internal coordination structure for each forum. Hence, the EU’s diplomacy is not only a reflection of the opportunities available to it but also its internal ability to work across its substructures and seize these opportunities. Via an intensive analysis of the EU’s diplomacy in the four negotiations, the dissertation expands the scope of the study of EU climate diplomacy while also developing an actor-agnostic framework for identifying and explaining a new type of actor behaviour within regime complexes.

Résumé

La gouvernance internationale du changement climatique est repartie entre plusieurs forums internationaux qui traitent d’aspects différents du défi climatique. Ces forums constituent ensemble le complexe de régimes internationaux du changement climatique. Cette thèse examine la diplomatie de l’Union européenne (UE) au sein de ce complexe de régimes. En y étudiant quatre négociations multilatérales (l’Accord de Paris de la CCNUCC – 2015, CORSIA de l’OACI – 2016, l’Amendement de Kigali au Protocole de Montréal – 2016, et la Stratégie initiale de l’OMI relative aux GES – 2018), la thèse identifie les différentes façons dont l’UE relie ses résultats de négociation préférés dans un forum avec ses activités dans un autre forum(s) du complexe de régimes internationaux du changement climatique, ainsi que les conditions qui influencent l’utilisation de ces ‘connexions’.

Les analyses identifient quatre façons dont l’UE a utilisé différents forums du complexe de régimes afin de favoriser ses résultats préférés dans les quatre négociations (types de connexion) : employer des activités typiques de négociations multilatérales, surmonter des problèmes spécifiques liés aux négociations, donner de l’impulsion politique, et assurer une coordination transversale. Ces analyses indiquent que l’utilisation par l’UE d’un type de connexion spécifique est déterminée par le degré de chevauchement d'un forum donné du complexe avec le principal forum de négociation et la structure de coordination interne de l'UE pour chaque forum. Par conséquent, la diplomatie de l'UE n'est pas seulement le reflet de la structure d’opportunités dans laquelle elle se situe, mais aussi de sa capacité interne à travailler à travers ses sous-structures afin de saisir ces opportunités. Grâce à une analyse intensive de la diplomatie de l'UE dans les quatre négociations, la thèse élargit la portée de l'étude de la diplomatie climatique de l'UE tout en développant un cadre pour l'identification et l'explication d'un nouveau type de comportement des acteurs au sein des complexes de régimes internationaux.

“Musique et construction de la paix : consonances et dissonances auprès des acteurs de terrain, le cas de la Bosnie-Herzégovine ”

Résumé

Les racines musicales des pays de l’ex-Yougoslavie sont riches et profondes. Dès lors, dans cette région d’Europe, les évolutions musicales ont fréquemment accompagné les changements socio-politiques. Notamment, la musique a joué et joue encore un rôle dans les relations qu’entretiennent les différentes communautés qui y vivent, que ce soit pour les rassembler ou, au contraire, les diviser.

Partant de ce constat d’ambivalence, et par le biais du cas de la Bosnie-Herzégovine, la thèse interroge la portée et les limites des initiatives musicales qui œuvrent à l’apaisement des relations intercommunautaires à la suite d’un conflit.

Quatre séjours de recherche ont été entrepris sur le terrain entre 2017 et 2019. Durant cette période, soixante-trois entretiens semi-directifs ont été réalisés avec, entre autres, les bailleurs de fonds, les équipes organisatrices et/ou les bénéficiaires de onze projets qui utilisent la musique pour promouvoir la paix.

La thèse adresse ainsi trois principaux questionnements, à savoir 1) les rôles joués par la musique dans une situation de sortie de conflit, 2) les facteurs qui facilitent les usages pacificateurs de la musique et 3) la manière dont l’objectif de construction de la paix est compris et façonné dans la pratique, en particulier par les populations locales.

Il en ressort principalement que la finalité de la musique dépend à la fois du contexte spatio-temporel dans lequel elle est utilisée et des personnes qui y ont recours. Pour contribuer à la pacification du conflit, l’objectif visé par ces dernières semble déterminant, de même qu’un environnement sécurisé et dépolitisé, caractérisé par des valeurs de paix. Un but commun qui favorise le partage d’expériences connotées positivement dans le long terme ou encore la présence de leaders charismatiques constituent également des facteurs favorables.

Il convient toutefois de ne pas surévaluer la portée des programmes musicaux. La musique revêt un caractère multifonctionnel qui permet à différents objectifs de coexister au sein d’une même initiative. On observe par exemple un décalage entre l’ambition pacificatrice des projets et les considérations plus pragmatiques des jeunes bénéficiaires qui voient davantage dans les activités musicales une rare source d’amusement et d’opportunités.

“Gouverner par la résilience : l'action extérieure de l'Union européenne dans le champ de l'éducation des enfants réfugiés syriens au Liban (2014-2021)”

Résumé

L’Union européenne est demeurée tout au long de la dernière décennie le premier bailleur de fonds de ladite « crise des réfugiés syriens » au Moyen-Orient et en particulier au Liban. La Commission européenne y déploie depuis 2014 une politique dite de « construction de la résilience » de l’État, des réfugiés et des populations locales, opérant à travers la fusion de l’assistance humanitaire et de l’aide au développement.

Notre recherche part de la réception critique du terme de résilience appliqué au contexte libanais et conçu comme un nouveau paradigme de gouvernance entrainant une refondation des approches (institutionnelles, politiques et conceptuelles) de l’assistance aux réfugiés. Nous nous attachons à en étudier les effets, abordés à travers les politiques éducatives déployées par les intervenants extérieurs en coordination avec l’État libanais. Foncièrement néolibérale, la politique européenne de résilience se traduit par le biais de modes de gouvernementalité foucaldienne. Tout en mettant en évidence ses effets en termes d’accroissement de la puissance indirecte de l’action extérieure de l’UE au Liban, nous prêtons également attention aux implications des politiques menées sur toute une chaine d’acteurs mobilisés dans le déploiement des programmes éducatifs, à plusieurs échelles. Nous analysons ainsi l’adhésion des

élites libanaises au régime de résilience néolibéral ainsi que ses conséquences en termes de précarisation, de contrôle et d’exclusion des populations réfugiées.

« Transition de la gestion de l’offre à la gestion de la demande en eau et justice hydrique en Tunisie : reconnaissance, participation et (re)distribution »

Résumé

Depuis l'Indépendance de la Tunisie en 1956, le pays s'est engagé dans ce qui a été nommé la « gestion de l'offre » en eau; c'est-à-dire dans une mobilisation maximale des ressources en eau par le biais d'une infrastructure hydraulique moderne. Vers le début des années 1980, le pays est entré en crise et a dû adopter en 1986, sous la pression du Fonds monétaire international (FMI) et de la Banque mondiale (BM), un « Programme d'ajustement structurel » qui accordait la priorité aux mesures visant à améliorer l’efficacité économique des différents secteurs et à la libéralisation de l'économie. Depuis lors, la politique hydrique tunisienne s'est progressivement orientée vers la « gestion de la demande ». Parallèlement, une montée en puissance des revendications sociales a été notée depuis quelques années. Traduisant l’urgence des demandes de justice sociale par les populations marginalisées, ces revendications n’ont pas épargné le secteur de l’eau, notamment en raison des coupures répétées, de la pollution, de l'accaparement de l'eau par certains acteurs et d'autres problèmes liés à l'eau, dans un contexte caractérisé par des sécheresses répétées depuis 2015.

L’objet de cette recherche est d’explorer le lien qui existe entre la transition de la « gestion de l’offre » à la « gestion de la demande », d’un côté, et les revendications de justice sociale, de l’autre, dans un contexte de stress hydrique. Nous explorerons la justice sociale dans le domaine de l’eau (« justice hydrique ») selon trois dimensions : la « reconnaissance », la « participation » et la « (re)distribution ». Ces dimensions seront analysées à travers trois études de cas situées en Tunisie (localement, dans le bassin versant de la Medjerda, et au plan national, en rapport avec le projet de nouveau Code des eaux) afin de comprendre comment la transition de la « gestion de l’offre » à la « gestion de la demande » affecte chacune de celles-ci.

“Homo, hunter-gatherer, Habermas: An inquiry into deliberation and human nature”

Abstract

Many political theorists and pundits deplore the way we talk politics. Conversations among elites and ordinary citizens alike arguably often show a lack of argumentation and mutual respect. This has spurred widespread interest in finding new ways to stimulate deliberation, that is, respectful political talk marked by a give-and-take of reasons.

A fundamental critique is that deliberation goes against human nature. This view of deliberation and human nature has so far received little scrutiny but has had major implications for how we think about what deliberation requires. Some maintain that interventions to promote deliberation are futile and others that deliberation requires substantial institutional tinkering and corrective pedagogy. In this dissertation, I critically engage with this commonly held pessimistic view on human nature and deliberation from both a theoretical and an empirical perspective.

Theoretically, I ground our understanding of deliberation and human nature in the existing literature on human evolution, in particular work in the field of evolutionary psychology. Doing so allows me to advance an alternative view on deliberation: human nature dictates that deliberation under certain conditions will feel intuitive to most people. I put forward what I call the ‘group hypothesis’ of deliberation, which holds that deliberation formed an adaptive response to the problem of intra-group political disagreements, a problem recurrently encountered by our distant ancestors who used to live as (semi-)nomadic hunter-gatherers. Based on broader insights from evolutionary psychology, I expect that when people today disagree about politics with others from their in-group (i.e. the group to which they (feel they) belong), they will still be inclined to deliberate. Conversely, disagreements with others from an out-group should reduce people’s propensity to deliberate.

Empirically, the dissertation relies on diverse sources of data to test these expectations: ethnographic evidence on political decision-making in historic hunter-gatherer societies; longitudinal-cross-sectional data on the propensity of political representatives to deliberate in mass societies; and experimental data on the drivers of deliberation in informal talk among citizens. While I find little support for the expectations derived from the group hypothesis, the findings provide relevant insights for future work to start building a research program on human nature and deliberation.

The dissertation makes three key contributions to the literature on deliberation:

• It grounds discussions about human nature and deliberation in the literature on evolutionary psychology, moving past mere philosophical speculation;
• It shows how an evolutionary perspective can help to integrate research in the field of deliberation and incorporate insights from diverse disciplines such as anthropology and biology; and
• It engages in theory-building based on existing evolutionary insights and novel empirics in an attempt to kickstart a research program on deliberation and human nature.

Abstract

This study addresses an important question: How does the State facilitate or hinder immigrants’ political integration? We specifically examine the role of public programs in promoting or discouraging participation in political life and attachment to the host country. Service provision constitutes a large proportion of what governments do, and as Mettler and Soss (2004) have argued, “Government policies can play a crucial role in shaping the things publics believe and want, the way citizens view themselves and others, and how they understand and act toward the political system” (55). 

In this study, we focus on the first few years of immigrants’ lives in the host country, which is a context in which they are more likely to frequently interact with public services and to use government programs. Drawing on an online survey of 1,500 recent immigrants in Canada, the paper explores immigrants’ interactions with the public administration and their use of various governmental services, and how these experiences relate to their interest in public affairs, their trust in government, as well as their attachment to their new community and host country.

“ Unpacking the Impact of Voting Advice Applications on Pre-Voters’ Political Attitudes : An Experimental Field Study on the Effects of the Test électoral éducatif in Walloon Schools in 2020 ”

Abstract

The Test électoral éducatif is a Voting Advice Application (VAA) that provides citizens with personalized information about their ideological profile by comparing their positions on a selection of political issues with those of political parties. In practice, users fill in an online survey according to their opinions on a set of issues. By comparing their position with those of political parties, the applications generate voting advice. Although one of the purposes of VAAs is to engage young individuals and those who are uninterested in politics, there is a lack of field research examining the effects of VAAs on young people, particularly research that addresses political inequalities. Our research focuses on pre-voters, i.e., individuals aged between 16 and 18, as we acknowledge that this is a key time for the development of political attitudes. Therefore, we form three research questions. The first one constitutes the lead research question of the present study: To what extent does a VAA have an impact on pre-voters’ political efficacy and trust? (RQ1) We also wonder whether VAA effects last, and whether the app succeeds in addressing the inequalities in political resources based on individuals’ socio-economic status (SES). Hence, we ask the following two sub-questions: To what extent does a VAA have a lasting impact on pre-voters’ political efficacy and trust? (RQ2), and to what extent is there a difference in VAA effect based on SES? (RQ3).

To isolate the effect of VAA usage from other variables in a natural classroom setting, we set up an original and replicable mixed experimental design within and between-subjects. The experiment takes place in natural classroom or computer room settings with fifth- and sixth-year secondary pupils in schools across Wallonia (Belgium). Data collection was carried out in three waves, from January 20 to April 3, 2020. The three-wave design allows controlling for pre- and post-exposure measures of the independent and dependent variables. Our experimental study makes it possible to disentangle three kinds of VAA effects: the statement effect – the effect resulting from simple exposure to VAA statements, the advice effect – the effect resulting from receiving voting advice related to the VAA use, and the match effect – the effect resulting from matching the advice with the user’s prior party preferences (incongruent, congruent, or activating advice). We hypothesize that exposure to VAA statements has a positive impact on pre-voters’ internal and external political efficacy (IPE and EPE) and political trust (Hypotheses 1 to 3), and that VAA advice exposure has a positive impact on pre-voters’ political efficacy and trust (Hypotheses 4 to 6). Regarding match effect, we hypothesize that incongruent advice exposure has a negative impact on pre-voters’ political attitudes, while we expect that congruent and activating advice exposure have a positive impact on these attitudes (Hypotheses 7 to 9).

The findings reveal the complexity of VAA effects. First, it is found that exposure to VAA statements positively influences pre-voters’ IPE. Second, advice exposure is found to build up pre-voters’ political trust. Third, the findings show that pre-voters exposed to VAA advice tend to feel less IPE immediately after intervention. At the end of the study, they restore their initial level of IPE. Fourth, we do not find that incongruent advice exposure mitigates participants’ political efficacy and trust, contrary to what was hypothesized. Fifth, the congruent advice effect is found to be the largest effect among all, with a positive impact on EPE and political trust. And the last innovative result that emerges from our study is that activating advice exposure has a positive impact on political trust.

Résumé  

Le concept d’État « fragile » désigne certains États dans le monde. Cependant, ce concept n’éclaire pas leurs capacités de maintien voire de résilience malgré leur « fragilité ». À travers l’étude de deux périodes, de 1957 à 1986 et de 1990 à 2011, il est examiné trois sources explicatives de la résilience de l’État haïtien. Les approches historique, sociologique et ethnographique ont été mobilisées au cœur de la théorie politique, afin de rendre compte de l’altérité de cet État. Ce travail de thèse opère in fine une lecture critique de la littérature sur le concept de l’État « fragile », né de la montée en puissance de la norme internationale de l’État « failli », apparue au début des années 1990.

Gender Equality and Policy Implementation in the Corporate World: Making Democracy Work in Business  Amy Mazur (C.O. Johnson Professor of Political Science, Washington State University)

This presentation will present the findings of the Gender Equality Policy in Practice Study on Corporate Board Gender Equality published as a book and edited by Amy Mazur and Isabelle Engeli with Oxford University Press in 2022, Gender Equality and Policy Implementation in the Corporate World.  The study examines the implementation of specific policies that seek to promote women’s presence on corporate boards in 15 democracies in Western and Central Eastern Europe, North America and Australasia through the lens of the Gender Equality Policy in Practice Approach. The following research questions are addressed in the  thirteen country chapters by leading country experts and two comparative chapter: How are policies adopted and implemented? Did they achieve any degree of success that would allow for real and lasting equality? What are the politics of the pursuit of corporate gender equality across the 15 countries? What worked and did not work and why? What are the lessons to be drawn from these experiences?  The principle findings to be presented are the policy implementation does matter, but that in this last bastion of male domination, policies have had more success in increasing women’s numbers over challenging gender-biased norms that block women of all cultural and socio-economic backgrounds from gaining real power on boards. The reasons for this slow change are highly complex and case specific, in the details of each policy mix. While progress has been slow in coming, it has still been made even in these challenging times. The major policy recommendation coming out of this study will be discussed as well in the presentation.

Feminist Democratic Design

Feminist democratic design (FDD) builds from Michael Saward’s 2021 book Democratic Design (DD) which asks the following question: ‘how might, or how should, democratic institutions and practices be organized and activated for a given time and place?’ DD is a problem-driven methodology which identifies a range of democratic practices that solve democracies’ incomplete democratization, and is ‘firmly focused on the systemic level’. FDD is a novel methodology to design democratic innovations and interventions to build equal and inclusive polities. It addresses democratic designers who explicitly seek to end oppression and realize equality, but it is also for those who are designing for other particular democratic ends, such as transparency or accountability. Whatever the identified democratic incompleteness in a particular time and place, all democratic designers and their designs, must be oriented to end oppression and realize equality. Democratic designs absent equality can only ever produce sub-optimal democratic polities. Our specific times makes this point sharper still, as we witness the mushrooming of anti-equality and anti-democratic politics.

Language plays several critical roles in political conflict. This presentation aims to highlight some of these roles as they have appeared in my empirical research over the past 10 years, emphasising the importance of building multidisciplinary theoretical frameworks and engaging across the quantitative-qualitative divide. Reflecting on wo2rk carried out on cases ranging from Rwandan genocidaires’ radio to ISIS propaganda, from insults in international relations to AI-generated extremist text, the presentation will also identify areas for future research on the topic.

 Alberto Moravia: viaggi, motivazioni e rappresentazione dell’alterità orientale e africana nei suoi racconti di viaggio

Abstract

Le voyage sous ses nombreuses formes est une activité importante et représentative de l’histoire humaine qui a fait l’objet de nombreuses études. Les raisons du voyage sont multiples et variées. L’homme voyage pour la détente, la découverte et l’exploration, le désir de connaître d’autres cultures et utiliser son temps personnel pour nouer des relations. Le voyage offre également la possibilité d’une expérience douloureuse ou joyeuse d’une recherche de l’inconnu ou d’une quête d’identité. Le présent travail de recherche qui affronte la problématique de la perception de l’Autre/Ailleurs dans les récits de voyage de Alberto Moravia, se penche également sur la question du voyage et ses différentes motivations afin de mieux identifier les types de voyage effectués par l’écrivain voyageur italien : tourisme religieux, culturel, voyage humanitaire etc. Nous abordons également la question de la représentation de l’espace et de l’altérité/diversité orientale et africaine ; et l’analyse des stratégies narratives et discursives dans les récits de voyage. Le corpus principal de notre étude est constitué par les récits des différents voyages effectués par Moravia à l’étranger entre 1930 et 1990. Le choix de l’oeuvre hodéporique de Moravia n’est pas un hasard car il s’agit d'un ensemble de textes où le thème du voyage, du contact culturel, de l’altérité et des questions qui s’y rapportent trouvent un terreau fertile. Le monde est le lieu où le regard de l’écrivain‐voyageur s’affine progressivement et le récit de voyage est l’expression de sa perception du monde qui évolue dans le temps et varie en fonction de la réalité.

"Canto sospeso: I meccanismi della memoria e la Shoah nelle opere di Luigi Nono"

Abstract

Ma thèse de doctorat porte sur la musique du compositeur vénitien Luigi Nono, sur le rôle de sa musique dans la représentation et la transmission de la mémoire de la Shoah, et sur les textes qui ont servi de support littéraire à son oeuvre. En analysant les oeuvres de Luigi Nono, je montre comment sa musique est devenue un medium émotionnel et cognitif capable d’exprimer et même de raconter des évènements traumatiques. Ma thèse analyse, sur la base des compositions de Nono, les différentes théories sur les mécanismes de la mémoire, et j’ai porté un intérêt particulier à la façon dont Nono a lui‐même exprimé dans ses oeuvres les mécanismes personnels de la mémoire. Ma recherche analyse les stratégies de composition de Nono, la dodécaphonie, les éléments sonores et les dynamiques structurelles de ses oeuvres, pour comprendre comment il parvient à exprimer si fortement les expériences vécues durant l’Holocauste. Mon but essentiel est de montrer que la musique de Nono constitue une forme puissante de témoignage, capable d’exprimer l’empathie, la compassion et la réflexion sur la tragédie de la Shoah. Ainsi, ma recherche peut contribuer à la compréhension des mécanismes par lesquels la musique, en général, peut rendre le silence du vécu des victimes et exprimer une voix durable qui raconte les atrocités du passé. En outre, j’explore dans ma thèse la façon dont la mémoire collective et l’identité juives ont influencé le processus créatif de Nono.

The use of information for policy formulation: between evidence-based policy making and stakeholders’ inclusion at the European Commission

Abstract

The way in which (European) policies are formulated has not been extensively studied, especially regarding the types of information used by policy officers in charge of it. In the literature, there are two trends to describe and explain what type of information is used in policy formulation. On the one hand, there is an emphasis on the use of (scientific) evidence. On the other hand, the value of stakeholders’ input and positions is recognised. However, those two are rarely integrated in one single research design. In this thesis, we answer the question of ‘what are the types of information used by policy officers during policy formulation and what influences it?’. To do so, we divided the types of information in two: their nature (evidence, law, positions) and their origin (internal, private, international organisations, Member States, non-Member-States, scientific, consultation). With a focus on European policy formulation, framed by the Better Regulation agenda and its impact assessment process, we found that many factors influence the use of different types of information. Importantly, our research shows that several factors – policy topics, political attention, departments, types of policy change, and sections of documents – have significant but small effect on the types of information used. This suggests that each policy case is subject to a complexity of factors, including some pertaining to the policy officers in charge of policy formulation.

Résumé

La formulation des politiques (européennes) n’a pas fait l’objet d’énormément d’études, particulièrement en ce qui concerne les types d’informations utilisées par les agents en charge de celle-ci. Deux courants de littératures décrivent et expliquent le type d’informations utilisées pour la formulation des politiques publiques. D’un côté, l’accent est mis sur l’utilisation des preuves (scientifiques). D’un autre côté, la valeur des apports des parties prenantes est mise en avant. Cela dit, ces deux tendances sont rarement intégrées dans un seul cadre de recherche. Dans cette thèse, nous répondons à la question : quels types d’informations sont utilisés par les agents durant la formulation des politiques publiques et quels sont les éléments qui influencent ce choix ? Pour répondre à cette question, nous caractérisons le type d’information de deux manières : sa nature (preuve, loi, position) et son origine (interne, privée, organisations internationales, Etats-Membres, Etats non-membres, scientifique, consultation). Nous nous concentrons sur la formulation des politiques européennes, sous l’égide de la politique de « meilleure réglementation » (Better Regulation) et de la procédure d’étude d’impacts. Nous avons trouvé que plusieurs facteurs – les thèmes de politique, l’attention politique, les départements, les types de changements politiques, et les sections des documents – ont de petits effets mais qui sont significatifs sur le type d’informations utilisées. Ces résultats suggèrent que chaque cas de politique publique est soumis à un ensemble complexe de facteurs, dont certains sont directement liés à l’agent en charge de la formulation de la politique publique.

« Les serviteurs invisibles de la démocratie participative : Étude des agents publics de la participation au sein des administrations publiques belges »

Résumé

Les agents publics jouent un rôle grandissant dans l'organisation de dispositifs de participation citoyenne et dans la mise en œuvre des avis qui en résultent. À partir d’observations participantes et de 41 entretiens semi-dirigés, principalement menés avec des agents publics chargés de participation citoyenne, cette recherche répond à la question de savoir comment les agents vivent leur métier de la participation. En outre, elle propose une typologie originale des agents publics impliqués en matière de participation citoyenne en Belgique et un inventaire des services dédiés à la participation au sein d’administrations communales situées dans la Région de Bruxelles-Capitale. Elle met en évidence l’incompatibilité entre la culture professionnelle administrative basée sur l’expertise technique et le développement de la délibération citoyenne.

“ La (dé)socialisation au cœur de l’influence chinoise : La cognition humaine comme sixième domaine opérationnel”

Résumé

Comprendre les processus de (dé)socialisation, permettant de déstabiliser et influencer, ainsi que l’importance du domaine cognitif dans les conflits contemporains est une tâche cruciale pour appréhender les dynamiques internationales d’aujourd’hui. L’absence de littérature sur la relation entre ces deux sujets reflète tant la nouveauté du concept de domaine opérationnel de la cognition humaine que la concentration des études sur la socialisation descendante. Ce travail cherche donc à développer les bases des processus de désocialisation et de socialisation par dispersion ainsi qu’à cerner la façon dont celles-ci s’intègrent aux conflits du XXIe siècle qui se déroulent dans le domaine cognitif. Pour ce faire, notre recherche se concentre dans un premier temps sur le cas d’application de la République populaire de Chine, puis, dans un second temps, sur l’étude spécifique des processus de (dé)socialisation chinois dirigés vers la population belge, principalement au travers de l’analyse du compte Twitter de l’ambassade de Chine en Belgique (@ChinaEmBE) et de celui de Cao Zhongming, ambassadeur de Chine en Belgique (@ChinaAmbBelgium).

The middle power trap and the struggle for status: How the Nonproliferation regime hampered the aspirations of emerging regional powers.

Abstract

This research investigates if the establishment of international regimes produces side effects on the scientific development of emerging regional powers. To address this puzzle, this work delves into the nonproliferation regime during the Cold War. It was the period when nonproliferation mechanisms were established because several states demonstrated interest in the nuclear field. By undertaking a qualitative research design to assess the reasoning behind the reluctance of emerging regional powers to abide by nonproliferation rules, this study unveils the existence of a structural-level causal mechanism named the Middle Power Trap (MPT). It refers to great powers’ attempts to make other states acquiesce to their international rules to preserve the status quo and thereby, persuade them to diplomatically behave like traditional middle powers who respect norms and raise issues inside prescribed organizations. Such a theoretical contribution refines critical International Relations (IR) approaches to stigmatization and disputes for status. Hence, this work analyzes the nuclear histories of Brazil to observe how emerging regional powers coped with external forces hindering their scientific development. This study tries to explain the observed outcome in Brazilian history (acquiesced to the nonproliferation instruments) by undertaking a process-tracing analysis. Finally, I reinforce the inference depicting a shadow case: the Indian nuclear history.

Cette recherche explore si la création de régimes internationaux produit des effets secondaires sur le développement scientifique des puissances régionales émergentes. Pour résoudre cette énigme, ce travail plonge dans le régime de non-prolifération pendant la Guerre froide, une période où des mécanismes de non-prolifération ont été établis en raison de l'intérêt de plusieurs États dans le domaine nucléaire. En optant pour une conception de recherche qualitative afin d'évaluer la raison derrière la réticence des puissances régionales émergentes à se conformer aux règles de non-prolifération, cette étude révèle l'existence d'un mécanisme causal au niveau structurel nommé le "Piège des Puissances Moyennes" (PPM). Ce terme fait référence aux tentatives des grandes puissances de faire adhérer d'autres États à leurs règles internationales pour préserver le statu quo, les incitant ainsi à adopter diplomatiquement un comportement similaire à celui des puissances moyennes traditionnelles qui respectent les normes et soulèvent des questions au sein des organisations prescrites. Une telle contribution théorique affine les approches critiques des Relations Internationales (RI) en matière de stigmatisation et de conflits pour le statut. Par conséquent, ce travail analyse les histoires nucléaires du Brésil pour observer comment les puissances régionales émergentes ont fait face aux forces externes entravant leur développement scientifique. Cette étude tente d'expliquer le résultat observé dans l'histoire brésilienne (l'acceptation des instruments de non-prolifération) en effectuant une analyse de trajectoire du processus. Enfin, je renforce l'inférence en présentant un cas d'ombre : l'histoire nucléaire indienne.

Néolibéralisme banal ? (Dé)Politisation des politiques de l’emploi dans les discours citoyens et médiatiques. Une comparaison diachronique entre la Belgique et la France

Résumé

La (dé)politisation des politiques de l’emploi est un enjeu crucial. L’emploi est au cœur de nos sociétés et les politiques en la matière sont en processus permanent de réformes. La logique qui sous-tend les politiques a beaucoup évolué. Le principe de l’État social actif qui guide les politiques de l’emploi depuis le tournant des années ’80 et ’90 a engendré l’émergence de nouvelles approches qui se traduisent par une individualisation et une contractualisation des droits et qui reposent également sur des mécanismes de contrôles et de sanctions. Cette évolution des politiques de l’emploi a-t-elle suscitée des controverses dans le débat public ? Comment les citoyens perçoivent-ils les politiques l’emploi et qu’est-ce que cela révèle de leur conceptions politiques ?

Pour répondre à ces questions, cette recherche étudie la (dé)politisation des politiques de l’emploi dans les discours médiatiques et dans les discours des citoyens. La (dé)politisation peut être étudiée de diverses manières. L’approche adoptée ici met les conditions de réalisation de la politique au centre de la définition. Pour qu’il y ait politique, il faut que les problèmes rencontrés soient contingents, c’est-à-dire qu’il doit être possible d’agir collectivement pour régler ces problèmes. Si aucune action n’est possible, alors le problème rencontré n’est pas d’ordre politique. Cependant, pour que la possibilité d’agir soit réelle pour chacun, il faut aussi qu’il y ait controverse, c’est-à-dire qu’il doit être possible de proposer des solutions quant à la manière d’agir. Si tout le monde ne peut proposer de solution, alors la contingence, donc la politique, ne sont pas effectives. Pour identifier la (dé)politisation dans les discours, il faut donc y chercher les marqueurs de controverse et de contingence.

Empiriquement, l’analyse procède à une comparaison à trois niveaux. Les discours des citoyens et des médias sont mis en perspective au travers d’une analyse des cadrages. Plus spécifiquement des séquences de journaux télévisés des entretiens sont analysés. À ce premier niveau se combine un second : une comparaison entre la Belgique et la France. La (dé)politisation des discours à propos des politiques de l’emploi est susceptible d’être influencée par le contexte institutionnel, social et culturel. La comparaison entre les deux pays permet de prendre cette dimension en compte. Enfin, ces deux niveaux sont étudiés en perspective longitudinale. Pour prendre en compte l’évolution des politiques de l’emploi, la comparaison intègre en effet cette troisième dimension diachronique. Trois points dans le temps sont étudiés : 1995-96, 2005-06 et 2019.

Les résultats de l’analyse identifient quatre cadrages des politiques de l’emploi dans le débat publics et six dans les discours citoyens. Dans le débat public la contingence n’est que modérément présente et la controverse l’est assez peu. À l’inverse, les citoyens insistent beaucoup plus sur la contingence des politiques de l’emploi et s’engagent dans la controverse. Les discours dans le débat public sont donc dépolitisés, tandis que ceux des citoyens sont politisés. La dépolitisation dans les médias s’explique en partie par un consensus quant à la conception productiviste de l’économie. Une conception dont les traces s’observent dans les discours citoyens et qui indique un dilemme idéologique entre leur volonté de politiser les politiques de l’emploi et leur assimilation d’un commun économique qui complique leur capacité à les concevoir en-dehors de cette forme de productivisme banal.

Abductive coding for qualitative analysis: From fundamental research to methodological and social innovations

Building on the methodological approach to abductive coding developed in the context of ERC Qualidem project (Vila-Henninger, Dupuy, Van Ingelgom et al., 2022), Dupuy and Van Ingelgom will present their newest project: an ERC Proof-of-Concept grant, the DACAT project, that aims at providing a toolkit for abductive coding – the Abductive Coding Analysis Toolkit (ACAToolkit). As a background to the discussion, they will introduce the QUALIDEM co-authored article entitled ‘Abductive Coding: Theory Building and Qualitative (Re)Analysis’ published in 2022 in Sociological Methods & Research.

In qualitative data analysis oriented towards theory-building, many data analysts anchor their methodological approach – explicitly or not – in grounded theory. However, as research in teams develops, handling larger amounts of qualitative data enabled by technological developments, grounded theory’s principles are increasingly at odds with current practices; and analysts of qualitative data are left relying on coding procedures that do not match their realities. Following a burgeoning literature and building on the ERC-funded QUALIDEM project, they argue that shifting to an abductive approach of coding, that combines deduction and induction at different stages of data analysis, provides an epistemology to qualitative research that aims at theory-building. More specifically, the ERC PoC DACAT aims to develop abduction as a method of qualitative data analysis by providing a toolkit for abductive coding – the Abductive Coding Analysis Toolkit (ACAToolkit). The ACAToolkit includes three main components: (1) a practical guide ; (2) an educational program for training; (3) an overview of the potentials and limits of existing QDA software - for abductive coding. It will be tested with different potential end-users during five in situ tests – with researchers (Prof. M. Theiss, University of Warsaw), students and educators (MethodsNet), software developers (Delve), and data analysts (EvalCorp). The toolkit aims to be free, attractive, widely applicable, and with a wide disciplinary range.

Measuring the speed of international organizations during crises: why would it matter?

Speed is a relevant, but thus far underappreciated indicator for the performance of international organizations (IOs) in times of crisis. Armed conflicts, pandemics or natural disasters often require rapid, coordinated responses to avoid escalation, loss of lives or damage to critical infrastructures. Although IOs have a key role to play as global crisis managers, we know little about the speed of IOs. The few studies that address IO speed focus either on a single policy domain, or a single type of IO response or output. Meanwhile, many IOs have repeatedly been criticised for being too slow in their crisis response, while (few) others have been praised for offering rapid frontline responses. Without a consistent conceptual understanding of the speed of IOs, it is difficult to compare them and identify root causes of slowness or obstacles to rapid action in global crisis governance. As a result, we also lack the knowledge to make IOs faster. This paper introduces a novel, multi-dimensional operationalization of the speed of IO crisis response that differentiates between the time IOs need to (a) recognize a crisis, (b) take a decision, and (c) implement a policy measure. It illustrates the need for this new multi-dimensional approach with insights from the international response to the 2014 Ebola virus disease outbreak in West Africa. A better understanding and measurement of the speed of IOs is essential in a time wherein crises with global dimensions follow each other in quick succession.

“Le facteur religieux, instrument de politique étrangère ? L’Église orthodoxe russe dans les relations extérieures de l’État soviétique (1917-1991)”

Abstract

As the official religion in Tsarist Russia, the Orthodox Church was violently persecuted by the Soviet power, which wanted to eliminate all traces of faith in the country. However, the Moscow Patriarchate also actively collaborated with the communist regime and, after the Second World War, became not only a "State Church in an anti-religious State", but also an important player in the foreign policy of the USSR.

Based on an extensive corpus of documentation, this work analyzes this complex process of "political exchange" between seemingly antagonistic actors and sheds light on the instrumentalization of a "deep force" such as religion as a means of influence ("soft power") by an atheist state. This study thus presents a textbook geopolitical case and at the same time examines the epistemological specificity of this "unnatural" ideological marriage. The underlying aim is to analyze the role of the religious institution as a foreign policy variable and possibly as an explanatory factor for the dynamics of international relations.

Résumé

Religion officielle dans la Russie des tsars, l’Église orthodoxe fut violemment persécutée par un pouvoir soviétique désireux d’éradiquer toute trace de croyance dans le pays. Mais le patriarcat de Moscou se trouva également engagé dans une collaboration active avec le régime communiste, allant jusqu’à devenir, après la Seconde Guerre mondiale, non seulement une « Église d’État dans un État antireligieux » mais encore un acteur majeur de la politique étrangère de l’URSS.

Fondée sur un corpus documentaire étendu, la thèse analyse ce processus complexe d'« échange politique » entre acteurs en apparence antagonistes, mettant en évidence l'instrumentalisation d'une « force profonde » telle que la religion en tant que moyen d’influence (« soft power ») d'un État athée. Cette étude présente ainsi un cas d’école géopolitique tout en explorant la singularité épistémologique de ce mariage idéologique « contre-nature ». L'objectif sous-jacent est de saisir le rôle de l'institution religieuse comme variable de politique étrangère et, potentiellement, comme facteur explicatif des dynamiques de relations internationales.

Bringing issues into social movement theory: How climate change matters for climate movements

In the paper presented, a theory that properly considers the issue at stake in climate activism: climate change is proposed. Seemingly a banal observation, previous analyses have not properly theorized or analyzed how the distinct nature of the problem of climate change may set the climate movement apart from other movements. This is symptomatic of a bigger gap in social movement studies: the nature of problems is typically only superficially considered and hardly theorized. The "problem-centered approach" proposed here considers how problems affect social movements as motivation and context for action, as well as through the introduction of underlying features that set boundary conditions for collective action by tagging along with the salient problem features that initially motivate action. Through the case of climate activism, the problem's spatiality, temporality and complexity is particularly highlighted. By exploring the distinctiveness of seeking to address such a peculiar problem as climate change, Joost de Moor will contribute to our understanding of what makes climate activism (and climate action more generally) so challenging, while improving our theoretical grasp of the place of problems and their ‘nature’ in theories of social movements and collective action more generally.

Joost de Moor is an Assistant Professor of Political Science at the Center for European Studies and Comparative Politics at Sciences Po. He has published on social movements, political participation and environmental politics in various academic journals, such as Theory and Society, Environmental Politics, Mobilization, Social Movement Studies, Cities, Geoforum and International Journal of Urban and Regional Research. His work studies how political, urban and ecological contexts shape strategies in environmental movements, and particularly, the dilemmas that arise from that.

L’Institut de Sciences Politiques Louvain-Europe (ISPOLE) célèbre son quinzième anniversaire en organisant un colloque qui se déroulera les 14 et 15 novembre 2024. Cet événement, marqué par des séances plénières et des ateliers thématiques, s’appuie sur les travaux d’intellectuels majeurs du XXème siècle, d’Hannah Arendt à Stefan Zweig, pour éclairer les enjeux contemporains.

Les ateliers thématiques réunissant des membres d'ISPOLE et des invités et invitées internationaux aborderont trois grands thèmes : 
• Les transformations de la gouvernance européenne : cet atelier organisé par le Centre d’études européennes (CEE - ISPOLE), explorera les grandes transformations institutionnelles, politiques et sociales qui caractérisent l'Union européenne depuis la dernière décennie.
• Résistances, responsabilité et migrations au XXIe siècle : L'atelier coorganisé par le Centre d'étude des crises et des conflits internationaux (CECRI), le Centre d'études du développement (DVLP) et le centre GLOBALIT se concentrera sur les droits civiques, la banalité du mal, et les questions migratoires, en analysant les contributions discursives et stylistiques d'Arendt et Zweig.
• Comprendre la ‘politique’ dans ses différentes dimensions - Le décideur, le spectateur et l’observateur : L’atelier coorganisé par le Centre de science politique et de politique comparée (CESPOL), le Centre Montesquieu d'étude de l'action publique (CMAP) et le Centre de recherche en science politique (CReSPo – IRIS-L)  se penchera à la fois sur les relations entre citoyens, système politique et administrations publiques – et sur les logiques de légitimité, de politisation et de représentation qui structurent ces rapports.
Encadrant ces ateliers, la conférence d’ouverture mettra la pensée de Hannah Arendt au cœur des réflexions pour comprendre le XXIe siècle et discuter d’enjeux contemporains autour de questions incluant l’exercice du pouvoir, l’histoire de l’Europe, les interactions internationales, ainsi que la pertinence actuelle des analyses du XXème siècle.

En conclusion du colloque et à partir de la pensée de Stefan Zweig, la table-ronde finale débattra, avec le public, du rôle public des politistes et des intellectuels, des enjeux et des défis de leur participation aux débats publics contemporains.

Political Discourse Analysis addresses the challenges facing political actors at all levels of society and across a range of regimes. It shows how discursive legitimisation strategies can vary on a continuum ranging from the stabilising effects of institutional discourse and the management of destabilising factors inherent in new types of media to the destabilising potential of rhetorical devices and deliberate de-legitimisation strategies used to attack opponents. The diverse approaches show how political actors strive to maintain control in the context of democratic deficit and crisis in developed societies while addressing growing global threats to stability in all regimes. While many actors seek legitimisation through the institutional structure, media or rhetoric, others may seek to weaken any opposition to them through de-legitimisation. In this collection Butler provides the reader with replicable methods that can be adapted to political contexts.

Cette étude se penche sur les mécanismes favorisant l'adoption de politiques antagonistes à l'égard de l'Iran aux États-Unis, en mettant l'accent sur les rôles joués par Israël et les acteurs pro-israéliens dans ces processus. Basé sur la combinaison de littératures issues de différents domaines tels que le nationalisme, les études de sécurité, les narratives et la sociologie, l'argument proposé postule que l'identification constante des décideurs américains comme pro-israéliens crée des conditions qui favorisent la (re)production d'une identification antagoniste de l'Iran et délimite par la suite le spectre des options politiques viables. En particulier, les efforts proactifs d'Israël et des acteurs pro-israéliens aux États-Unis pour établir qu'"être pro-israélien" est intrinsèquement synonyme d'"identifier l'Iran de manière antagoniste et menaçante" placent les décideurs politiques américains devant un choix binaire : soit vous êtes avec Israël contre l'Iran, soit vous êtes avec l'Iran contre Israël. La possibilité de soutenir simultanément Israël et de plaider pour une approche conciliante à l'égard de l'Iran est exclue. Au vu de la dominance de l’identification pro-israélienne au sein du champ politique américain, quiconque s'écarte de l'identification antagoniste de l'Iran serait perçu non seulement comme anti-israélien, mais aussi comme anti-américain. Dès lors, ces dynamiques opposées mais liées d'association et de dissociation, soutenues par Israël et les acteurs pro-israéliens, façonnent l'environnement décisionnel américain concernant à la fois l'Iran et Israël.

“ Apprendre de la Prospective : Enquête sur les conditions qui favorisent l’apprentissage lors des démarches de Prospective. ”

Résumé

La prospective est une démarche de recherche participative visant à anticiper les futurs possibles pour aider les décideurs, notamment publics, à prendre des décisions éclairées face à des défis complexes. Elle transforme les schémas mentaux des participants et leurs représentations des futurs. Cette étude explore comment les participants apprennent lors d'une démarche de prospective et les conditions qui influencent cet apprentissage.

Après une revue systématique de la littérature, une analyse par théorisation ancrée des expériences de 19 participants à cinq exercices de prospective a été réalisée. La proposition théorique qui en résulte a ensuite été testée longitudinalement via un QCA avec 12 participants d'un processus en cours, mobilisant des entretiens semi-directifs et de l'observation participante.

Les résultats montrent que des conditions différentes affectent les apprentissages relatifs au diagnostic et ceux relatifs au futur. Pour les adaptations plus lentes des schémas mentaux diagnostics, les conditions relatives au processus, comme la crédibilité des autres participants, sont déterminantes. En revanche, pour imaginer de nouveaux futurs possibles, les conditions relatives aux résultats sont plus importantes. Certaines dimensions régulièrement soulignées dans la littérature, comme la nature du processus de circulation de l’information et des connaissances, se sont avérées moins déterminantes que prévu.

Enfin, la recherche propose un outil d'évaluation de l'influence des démarches de prospective fondé sur la comparaison de cartes cognitives pour repérer les apprentissages. Cela permet d'améliorer les pratiques des prospectivistes en offrant des bases solides pour évaluer et concevoir les processus de prospective.

Ideas and instruments of the European Union's "just transition"

The concept of just transition can (and does) refer to a variety of notions regarding what is specifically unjust in green transitions, and to different political projects and (social) policy solutions. Contention around distributional consequences of the European Green Deal and the role of compensatory instruments, such as the Just Transition Fund, is a good illustration of this (Mathiesen and Barigazzi 2021). The adoption of these instruments in the EU constitutes fertile terrain for in-depth empirical research into the tensions, dilemmas and conflicts about how different approaches to social policy are incorporated in both green transition discourses and policies.  This project thus seeks to answer the following question: How do different social policy logics shape the EU ‘just transition’? The project shall meet two objectives. The first is to produce cutting-edge empirical findings about the adoption of recent key policy instruments of the European Green deal, in particular the Just Transition Fund, the Social Climate Fund in connection with the European Semester. More specifically, we investigate the multi-level construction of a problem of ‘social justice’ in the European green transition, as well as the conception, negotiation, and adoption of relevant policy instruments. The objective is to make a substantial analytical contribution to the burgeoning literature on the EU green transition and social policy. We expect to demonstrate that, as the just transition epitomizes the new avatar of a changing and contested European social model, its instrumentation reflects a rather narrow conception of the just transition which in continuation with the entrenched logics of compensation, social investment and conditionality.

 "Harmony Is Not Unison: Collective Learning in Municipal Collaborative Networks in Europe" 

Abstract
This research explores the concept of collective learning and the conditions for its occurrence within municipal collaborative networks. Collaborative governance, characterized by horizontal coordination and collective purpose, is posited to offer specific advantages for public policies, particularly when addressing cross-cutting issues. These advantages include the development of more coherent, innovative, and legitimate policies through the integration of diverse perspectives and expertise. However, many collaborative governance processes fail to realize these benefits, prompting this research to investigate the role of collective learning. 
Collective learning is defined as broadened and mutual understanding of the issue at hand as a consequence of repeated social interactions. This concept is two-dimensional, encompassing individual learning and mutual understanding. Individual learning involves the acquisition of new knowledge by participants, while mutual understanding refers to the awareness of each other’s beliefs (without complete necessarily agreement). 
This study addresses the conditions that facilitate collective learning within collaborative networks, focusing on three key elements: diversity, deliberative activities, and informal interactions. Diversity, while theoretically enhancing learning through a broader range of perspectives, can also pose challenges such as mistrust and communication issues. Deliberative activities are examined for their potential to foster learning through qualitative exchanges during formal meetings. Informal interactions, occurring outside formal meetings, are identified as crucial venues for the circulation of information and potentially controversial opinions. 
The research employs a comparative case study design, analyzing eight collaborative networks across four European cities. These networks address various cross-cutting issues, such as sustainable public procurement, diversity in municipal personnel, mobility, discrimination, climate change adaptation, and urban renovation. Data collection involved extensive interviews and the innovative use of mental models to measure collective learning, as well as Social Network Analysis to capture informal interactions. 
The findings highlight the relevance of mutual understanding for collective learning and demonstrate the effectiveness of mental models as a measurement tool. The research contributes to the theoretical conceptualization of the interplay between individual and collective learning levels and provides empirical evidence from local collaborative networks.  
Our findings indicate that fostering collective learning is extraordinarily complex. It can only occur when several facilitating conditions are present. Firstly, diversity stands out as a necessary element. In particular, subjective diversity contributes to individual policy learning, while objective diversity particularly favors relational learning. Secondly, interactive formal meetings are absolutely crucial for mutual understanding, as they allow for the exchange of views. To strive for deliberation, coordinators must carefully organize formal meetings. Finally, informal relationships indirectly facilitate collective learning by improving relational capital, which is particularly useful is siloed contexts. In addition, we observed that individual attitudes toward collaboration and learning significantly influence individual and thus collective learning. Typically, participants who present themselves as experts tend to report less individual learning. 

Résumé 
Cette recherche explore le concept d'apprentissage collectif et les conditions de son apparition au sein des réseaux collaboratifs municipaux. La gouvernance collaborative, caractérisée par une coordination horizontale et un objectif collectif, est supposée offrir des avantages spécifiques aux politiques publiques, en particulier lorsqu'elles traitent de questions transversales. Ces avantages incluent le développement de politiques plus cohérentes, innovantes et légitimes grâce à l'intégration de perspectives et d'expertises diverses. Cependant, de nombreux processus de gouvernance collaborative ne parviennent pas à concrétiser ces avantages, ce qui m’a incité, dans cette recherche, à étudier le rôle de l'apprentissage collectif. 
L'apprentissage collectif est défini comme une compréhension élargie et mutuelle de la problématique traitée à la suite d'interactions sociales répétées. Ce concept est bidimensionnel et englobe l'apprentissage individuel et la compréhension mutuelle. L'apprentissage individuel implique l'acquisition de nouvelles connaissances par les participants, tandis que la compréhension mutuelle fait référence à la prise de conscience des croyances des uns et des autres (sans qu'il y ait nécessairement accord complet). 
Cette étude porte sur les conditions qui facilitent l'apprentissage collectif au sein des réseaux collaboratifs, en se concentrant sur trois éléments clés : la diversité, les activités délibératives et les interactions informelles. La diversité, bien qu'elle favorise théoriquement l'apprentissage grâce à un plus large éventail de perspectives, peut également poser des problèmes tels que la méfiance et les problèmes de communication. Les activités délibératives sont examinées pour leur potentiel à favoriser l'apprentissage par le biais d'échanges qualitatifs au cours de réunions formelles. Les interactions informelles, qui ont lieu en dehors des réunions formelles, sont identifiées comme des lieux cruciaux pour la circulation des informations et des opinions potentiellement controversées. 
La recherche utilise un modèle d'étude de cas comparatif, analysant huit réseaux de collaboration dans quatre villes européennes. Ces réseaux abordent diverses questions transversales, telles que les marchés publics durables, la diversité du personnel municipal, la mobilité, la discrimination, l'adaptation au changement climatique et la rénovation urbaine. La collecte des données s'est appuyée sur des entretiens approfondis et sur l'utilisation innovante de modèles mentaux pour mesurer l'apprentissage collectif, ainsi que sur l'analyse des réseaux sociaux pour saisir les interactions informelles. 
Les résultats soulignent l'importance de la compréhension mutuelle pour l'apprentissage collectif et démontrent l'efficacité des modèles mentaux en tant qu'outil de mesure. La recherche contribue à la conceptualisation théorique de l'interaction entre les niveaux d'apprentissage individuel et collectif et fournit des preuves empiriques à partir de réseaux de collaboration locaux.  
Nos conclusions indiquent que la promotion de l'apprentissage collectif est extraordinairement complexe. Il ne peut se produire que lorsque plusieurs conditions favorables sont réunies. Tout d'abord, la diversité apparaît comme un élément nécessaire. En particulier, la diversité subjective contribue à l'apprentissage des politiques individuelles, tandis que la diversité objective favorise particulièrement l'apprentissage relationnel. Deuxièmement, les réunions formelles interactives sont absolument cruciales pour la compréhension mutuelle, car elles permettent l'échange de points de vue. Enfin, les relations informelles facilitent indirectement l'apprentissage collectif en améliorant le capital relationnel, ce qui est particulièrement utile dans les contextes cloisonnés. En outre, nous avons observé que les attitudes individuelles à l'égard de la collaboration et de l'apprentissage influencent considérablement l'apprentissage individuel et, partant, l'apprentissage collectif. En règle générale, les participants qui se présentent comme des experts ont tendance à faire état d'un apprentissage individuel moindre.

"Pourquoi s'emmurer ?", tackling border militarization from the field of border studies and political science

Abstract: Pourquoi s'emmurer ? Essai sur une frénésie planétaire (Stock 2024) is an essay to summarize research from the dynamic field of border studies to the general audience to tackle the global phenomenon of border militarization. More and more States are indeed resorting to border walls to deal with multiple "threats". However, tools from social sciences and political science can help compare different situations of border militarization and understand the political processes at stake. The discussion will also address the question of writing and diffusion out of academic circles.

We will have the pleasure to welcome Prof. Joost de Moor (Sciences Po,Paris) and Dr. Graeme Hayes (Editor of Environmental Politics, AstonUniversity, UK). They will share their reflections on a collection of critical essays on the meanings of 'time' and 'temporality' in recent waves of climate activism. Their presentation will draw on a specialissue recently published in South Atlantic Quarterly, with contributions from Dr Anneleen Kenis, Prof. Sherilyn MacGregor and Dr Louise Knops. Please find attached the introduction by de Moore and the paper by MacGregor and Hayes to be read for this session (abstract below).

A l’heure où de nombreux risques pèsent sur la démocratie, les deux auteurs se proposent de revisiter la théorie critique en l’articulant à d’autres approches, notamment les pragmatismes et les épistémologies du Sud. A la lumière de cette orientation, ils analysent différentes formes de résistances dans le domaine de l’écologie et de l’économie sociale comme étant des expériences pouvant regénérer la démocratie.

Abstract

Democracy implies responsiveness, meaning that policies follow to some extent peoples’ policy preferences. Yet, in order for policy makers (politicians) to be able to respond to public opinion, they must know it first. Therefore, politicians’ perceptions of public opinion are a key object of study if one is interested in democratic representation. Drawing on recently published work and using data collected among citizens and politicians of five countries, four related questions are addressed: Do politicians care about knowing public opinion? Are their perceptions of public opinion consequential? Are politicians’ perceptions of public opinion accurate? And, are politicians’ perceptions of public opinion biased in a certain ideological direction? Also, a way forward is discussed, and preliminary research results from follow-up work in fourteen countries is presented.

Au cours des trois dernières décennies, le développement des technologies de l'information et de la communication a multiplié les moyens de collecter, de stocker, de traiter et de partager des données (personnelles). Dans ce contexte, différentes réglementations – dont le fameux RGPD européen – ont vu le jour afin d’encadrer l’usage de données personnelles.

La recherche scientifique ne fait pas exception et se voit désormais imposée de nouvelles règles en la matière. Si dans un premier temps, la volonté de faire respecter ces nouveaux standards aux chercheur·ses fût relativement timide, un nouvel élan voit désormais le jour, notamment via l’intermédiaire des principaux bailleurs de fonds – belges ou européens – qui imposent désormais des règles de plus en plus strictes en matière d’éthique et de protection des données.

À partir de quel moment une donnée est-elle considérée comme ‘personnelle’ ? Quelle est la différence entre une donnée pseudonomysée, anonymisée et chiffrée ? Que peut-on facilement mettre en place aux différentes étapes de la recherche pour limiter les problèmes d’éthique et de protection des données ? Comment s’y retrouver dans toutes ces obligations légales parfois confuses et/ou techniques ? Certains pratiques mises en œuvre dès les premières étapes de la recherche permettent bien souvent de limiter les contraintes (et mauvaises surprises) par la suite.

Lors de ce midi-Ispole, nous tenterons de débroussailler ensemble ces enjeux, en essayant de faire remontrer les principaux problèmes que nous rencontrons dans le cadre de nos recherches. N’hésitez donc pas à venir avec vos propres questionnements. Nous tenterons d’y voir collectivement un peu plus clair, afin que ces ‘nouvelles’ obligations ne soient pas uniquement perçues comme une contrainte supplémentaire, mais aussi comme l’opportunité de renforcer la qualité de nos recherches ainsi que le lien de confiance qui nous relie au terrain et plus largement à la société.

James Bryce, juriste britannique, historien et pionnier de la science politique, concluait déjà en 1921 que : « Les partis sont inévitables. Aucun grand pays libre n'en a été dépourvu. Personne n'a montré comment un gouvernement représentatif pouvait fonctionner sans eux » (Bryce, 1921 : I, 134). Son point de vue a été repris deux décennies plus tard par d’autres et est devenue une idée largement admise dans la discipline. Si souvent, en fait, que l'on pourrait être tenté de la considérer comme acquise sans la questionner davantage. Pourtant, quelles sont les raisons profondes pour lesquelles les partis seraient indispensables ? Sont-ils indispensables uniquement dans les configurations démocratiques qui nous sont familières (structurées par les élections) ou dans toute démocratie à grande échelle ? Et que signifie réellement indispensable ? Qu'ils réapparaîtront inévitablement même si nous essayons de nous en passer ? Ou qu'ils nous manqueraient parce qu'ils sont normativement parlant indispensables ? L’objectif de cette présentation est d'approfondir l'exploration de ces questions par l’examen des alternatives à la démocratie de partis.

Environmental governance is increasingly collaborative (Gerlak et al. 2013; Baird et al. 2016). The involvement of external stakeholders in the policy process would improve two aspects of policies in terms of environmental justice. Firstly, the content of the policy would, in theory, be more environmentally just because the affected actors can fuel the process and their concerns can in turn be integrated in the policy (Emerson, Nabatchi & Balogh, 2012). This relates to distributive environmental justice (Schlosberg 2007). Secondly, collaborative governance would improve procedural environmental justice (Bell & Carrick 2017; Suiseeya 2020), and thus enhance legitimacy of policies (Mosley & Wong 2021). To achieve the latter, stakeholders’ satisfaction (Coglianese 2002) is essential. Yet, some uncertainty remains about the reasons making a collaborative experience satisfactory (see Lu, Sagiki & Yagi 2020 for an exception). Hence, the paper explores the perception of such processes by the stakeholders, in order to understand the reasons leading to a (un)satisfactory process in the eyes of the participants.

Regarding this matter, the literature provides two main lines of reasoning. The first appreciates the pragmatic influence of participation on policymaking, that is whether the beliefs of participants tweak decisions in their favor (Abelson & Gauvin 2006). Yet, very few studies track beliefs from participants into decisions to effectively assess the influence of their participation on policymaking (Bijlsma et al. 2011). The other procedural reason why participants would be satisfied by an experience of participation relies on the “voice effect” (Lind, Kanfer & Earley 1990). It states that the feeling of being heard suffices to satisfy participants, even though their demands do not influence policy content.

Which of these two factors – pragmatist and procedural – drives the perception that stakeholders have of a collaborative experience? The paper addresses this matter with a Qualitative Comparative Analysis (Melo 2021) on 30 participants to three expert groups consulted to elaborate local policies in three European cities, Schaerbeek, Delft and Villeurbanne. The outcome to be analyzed is the level of satisfaction of participants, which is assessed by an analysis on the answers they provided during semi-structured interviews regarding the content of the policy under scrutiny. The condition ‘voice’ is measured with answers to a questionnaire item. The ‘pragmatist’ condition is measured by comparing the vision of the issue at hand expressed during the interview using mental model elicitation (Özesmi & Özesmi 2004) and the content of the policy as adopted.

Le concept est simple : se retrouver pour un déjeuner et discuter de manière informelle d’un thème prédéfini. Pour chaque Midi-ISPOLE, un membre de l’institut sera chargé de préparer une petite introduction sur le sujet en question et d’animer la discussion. Par ailleurs, s’il est laissé à chacun le soin d’apporter son propre lunch, quelques pâtisseries seront disponibles.

Pour cette troisième séance, Thomas Laloux et Virginie Van Ingelgom nous parleront du parcours doctoral. Cela sera l'occasion de présenter les différents moments clés du parcours doctoral, de présenter le rôle de la CDD, et de répondre aux différentes questions que se posent doctorants et doctorantes sur le parcours doctoral.

Vous voyez, nous avons vraiment une place pour vous !
• Si vous n’avez pas de communication à présenter le 22 juin, vous êtes également les bienvenu.e.s aux ISPOLE Research Days pour contribuer à la discussion, découvrir ce que font vos collègues ou simplement apprendre à partir des projets de recherche en cours.

• En fonction du nombre de propositions de communications que nous recevrons, un certain nombre d'ateliers seront organisés en parallèle. L’idée est d'avoir 6 communications par atelier (3 le matin, 3 l'après-midi) et de s’assurer d’avoir suffisamment de temps pour la discussion de chaque texte.
• Nous appliquerons le format classique d'une conférence : une courte présentation, un.e discutant.e et ensuite un feedback de la part des autres participant.e.s. Mais dans une atmosphère encore plus constructive et agréable, bien sûr !
• À la fin de la journée, nous prendrons un verre ensemble.

Call for contributions – Registration

The ISPOLE Research Days are the new initiative where ongoing research by ISPOLE members will be presented and discussed. You get the opportunity to present your research and to receive feedback from your colleagues.

The first ISPOLE Research Day will take place on Thursday 22 June

For whom?

• For all ISPOLE members! We welcome presentations and papers from all ISPOLE members: doctoral researchers, postdocs, academics. Irrespective of whether you just started your research or whether you are already (a bit) more advanced in your project or your career, we have a place for you.
• We very much welcome papers that are work in progress. All kinds of papers can be presented: a paper with a research design (proposal), a draft chapter of your PhD, a literature review, a methods paper, a conference paper or a paper that you will submit to a journal soon, etc. Papers can be single-authored or co-authored, and they can be written in English or in French. You see, we really have a place for you!
• If you don’t have a paper that you can present the 22nd of June, you are also very welcome to participate in the ISPOLE Research Days to contribute to the discussion, to discover what your colleagues are doing or to learn from ongoing research projects.

Format?

• Depending on the number of papers proposals we will receive, a number of workshops will be organized in parallel. The idea is to have 6 papers per workshop (3 in the morning, 3 in the afternoon) and to make sure we have enough time for each paper’s discussion.
• We will apply the classic conference format: short presentation, discussant and then feedback by the other participants. But in an even more constructive and nicer atmosphere, of course!
• At the end of the day, we will have a nice drink together.

Law is inherently political, and social movements and civil society have long mobilised in the courts to carve out legal rights for themselves and achieve their movement goals. Yet, in the EU, the intersection between law and social movements has remained relatively unexplored, even though its legal system provides unique opportunities and challenges for groups to mobilise through legal avenues. This chapter provides an overview of existing work on (EU) law and social movements, before focusing on the concept of legal opportunity structures and highlighting its potential utility in EU legal studies. It presents two case studies of climate change litigation in the European Court of Justice and in the European Court of Human Rights to examine how legal opportunities can be used in studying EU litigation. By drawing attention to structural conditions and the role of social movements in bringing cases before the courts, legal opportunity structures approaches locate legal activity in the context of broader political and social debates and focus on bottom-up changes to the law.

Abstract

“What are the objectives of a literature review? How to make my review 'systematic'? What is the difference with a 'meta-analysis'? How to proceed, concretely? What are the strengths and weaknesses of a systematic review? How to articulate the results of my review with my research? May I publish my systematic review in a scientific journal, and how? The seminar addresses these questions by presenting PRISMA, a method for systematic literature reviews. The seminar will be based on concrete examples in the field of political and administrative sciences.”

Pour cette première séance de l'année 2023-2024, le lundi 13 novembre à 12h30, nous nous intéresserons à des questions d'éthique de la recherche. Benoît Rihoux introduira le sujet avec un cadrage général sur la formalisation croissante des exigences éthiques et puis listera quelques ‘bonnes pratiques’. Duygu Tasalp nous fera ensuite part  de son expérience pratique personnelle, notamment sur la gestion des entretiens sur des sujets sensibles.

La deuxième édition des ISPOLE Research Days aura lieu le lundi 20 novembre 2023 de 8.30 à 16.00. 
Pour qui?
• Pour tous les membres d’ISPOLE ! Cet évènement accueillera les présentations et les articles de tous les membres d’ISPOLE : chercheur·e·s doctorant·e·s, postdocs, académiques. Que vous veniez de commencer vos recherches ou que vous soyez déjà (un peu) plus avancé dans votre projet ou dans votre carrière, nous avons une place pour vous.
• L’accent sera particulièrement mis sur les communications basées sur des recherches qui sont en cours de réalisation. Tous les types de contributions peuvent être présentées : un article avec un plan de recherche (research proposal), un projet de chapitre de votre doctorat, une revue de la littérature, un article sur les méthodes, un article de conférence ou un article que vous soumettrez bientôt à une revue, etc. Les articles peuvent être rédigés par un·e seul·e auteur·e ou en collaboration, et ils peuvent être écrits en anglais ou en français.
• Si vous n’avez pas de communication à présenter le 20 novembre, vous êtes également les bienvenu·e·s aux ISPOLE Research Days pour contribuer à la discussion, découvrir ce que font vos collègues ou simplement apprendre à partir des projets de recherche en cours.

Quel format?

• En fonction du nombre de propositions de communications que nous recevrons, un certain nombre d'ateliers seront organisés en parallèle. L’idée est d'avoir 6 communications par atelier (3 le matin, 3 l'après-midi) et de s’assurer d’avoir suffisamment de temps pour la discussion de chaque texte.
• Nous appliquerons le format classique d'une conférence : une courte présentation, un·e discutant·e et ensuite un feedback de la part des autres participant·e·s. Mais dans une atmosphère encore plus constructive et agréable, bien sûr !
• À la fin de la journée, nous prendrons un verre ensemble.

The second ISPOLE Research Day will take place on Monday 20th of november 2023 – 8.30-16.00.

For whom?

• For all ISPOLE members! We welcome presentations and papers from all ISPOLE members: doctoral researchers, postdocs, academics. Irrespective of whether you just started your research or whether you are already (a bit) more advanced in your project or your career, we have a place for you.
• We very much welcome papers that are work in progress. All kinds of papers can be presented: a paper with a research design (proposal), a draft chapter of your PhD, a literature review, a methods paper, a conference paper or a paper that you will submit to a journal soon, etc. Papers can be single-authored or co-authored, and they can be written in English or in French. You see, we really have a place for you!
• If you don’t have a paper that you can present the 20th of november, you are also very welcome to participate in the ISPOLE Research Days to contribute to the discussion, to discover what your colleagues are doing or to learn from ongoing research projects.

Format?

• Depending on the number of papers proposals we will receive, a number of workshops will be organized in parallel. The idea is to have 6 papers per workshop (3 in the morning, 3 in the afternoon) and to make sure we have enough time for each paper’s discussion.
• We will apply the classic conference format: short presentation, discussant and then feedback by the other participants. But in an even more constructive and nicer atmosphere, of course!
• At the end of the day, we will have a nice drink together.

Interested?

• If you are interested in participating, please register here.
• If you want to present a paper, check ‘will participate with paper presentation’ and indicate the name of the author(s), the title of the paper and a short abstract (no specific requirements, but think about 200-300 words).
• If you want to participate but not to present, check ‘will participate without paper presentation’.
• Importantly, everyone who wants to present his/her research will be able to do so. There is no selection on the basis of abstracts. Abstracts will only be used to make the programme of the day.

The idea is to bring together the candidates who will submit an FNRS application ('aspirant.e', 'chargé.e de recherche') and their promotors in order to discuss each other’s' drafts. The format of the seminar requires that the candidates, as well as their promotors, are present and actively participate in the seminar during the entire day.

This year’s seminar will take place on Tuesday 19 December (tentative planning: from 9h00 to 17h00, but this can still change depending on the number of applications to be discussed).

Une formation est organisée le 16 janvier 2024 de 12.45 à 14.00 (Bat Leclercq - LECL B344).

Il était ressorti, lors du brainstorming réalisé en octobre 2022, que cet outil était méconnu et sous-utilisé notamment en raison de la difficulté d'accéder rapidement à l'information recherchée. C'est pourquoi, durant l'année 2023, nous nous sommes consacrés, en collaboration avec plusieurs scientifiques, à une réflexion sur cet outil et sur la manière de le rendre plus efficace. 

Rejoignez-nous le mardi 23 janvier à 12.45 au LECL B290 pour la présentation de la nouvelle mouture de l'Intranet ISPOLE. Ce sera l'occasion d'échanger sur les nouveaux aménagements et de les confronter à vos besoins.

Est-il nécessaire de chiffer les données ? Comment ?

Summary: Are you using qualitative methods and are interested in pushing the boundaries of traditional methodological approaches? Or are you using quantitative methods but want to know if/how compatible a qualitative approach could be? Then, our January Capacity Building session is for you! In this upcoming seminar, UCLouvain post-doc Kenza Amara-Hammou and Maastricht University PhD student Maud Oostindie will have a conversation about their experiences with (critical or multi-disciplinary) qualitative research. They will pay special attention to the challenges of working in an inter-disciplinary and multi-modal team, the pressures of providing ‘hard’ data within the field, and the increasing array of available methods through interpretative and ethnographic strategies. Feel free to bring your questions and experiences to the meeting – we want to talk with you about the challenges and possibilities of (qualitative) research!

Data Scraping, Network Analysis and Visualization

Abstract: This session aims to introduce you to web scraping techniques and how to build and visualize networks. The session will firstly explore what web scraping is, the different ‘R’ tools involved, and offer some practical examples. The second section will then introduce the basic notions of networks (two-mode, directed/undirected, clustering etc), present the main social network analysis tools in ‘R’, and illustrate this through an example using the database built in the first section. Finally, an overview of the basic visualizations of a network will be conducted. Feel free to bring your questions and reflections on the possibilities of how scraping and networks could be incorporated into your future research. This session is “hands-on”: you should install R and Rstudio (see how to do it here) if you want to practice during the session

Speaker Bio: Aurélien Goutsmedt is a historian of economics and a political economist at UC Louvain, ISPOLE. He works on the history of economic ideas, expertise and policies (notably central banks' policies) since the 1970s. He also develops quantitative tools and software to support his research.

Dans le cadre de nos activités de soutien à la recherche, nous avons le plaisir de vous convier à la première édition des Data Lunch Talks, prévue le jeudi 21 mars de 12h30 à 13h30. Cet événement se déroulera en présentiel au LECL 93 ainsi qu’en distanciel via Teams.
L’objectif de cette activité est de contribuer à une meilleure valorisation et exploitation des données de recherche primaires existantes au sein des disciplines du secteur SSH et par là d’encourager les collaborations interdisciplinaires. Par ailleurs, dans certains domaines, la valorisation des données devient un critère d’évaluation dans les appels à projets, voire une condition liée aux conventions de recherche. L’objectif est donc d’exposer l’intérêt potentiel que ces données peuvent avoir pour de la recherche (interdisciplinaire) dans le secteur SSH.
Pour cela, nous aurons le plaisir d'accueillir plusieurs chercheur.e.s qui auront l'opportunité de présenter les jeux de données pendant une quinzaine de minutes, en détaillant le contexte dans lesquelles les données sont collectées, le contenu, leur méthodologie ainsi que leur originalité, et d'éventuellement susciter des pistes de recherche. Dear colleagues,

As part of our research support, we are pleased to invite you to the first Data Lunch Talk, scheduled for Thursday March 21, from 12:30 to 1:00 pm. This event will take place in person at LECL 93, as well as remotely via Teams.
The aim of this activity is to contribute to a better valorization and exploitation of existing primary research data within SHS disciplines, and thereby encourage interdisciplinary collaborations. In some fields, the valorization of data is becoming an evaluation criterion in project calls, or even a condition of grant agreements. The aim is therefore to outline the potential interest that these data can have for (interdisciplinary) research in the SHS sector.
To this end, we will be pleased to welcome several researchers who will have the opportunity to present their datasets for around 15 minutes each, detailing the context in which the data were collected, their content, their methodology and their originality, and to suggest possible avenues of research. Other participants will also have the opportunity to ask questions.
For this first edition, we are delighted to welcome two speakers:
Pierre Baudewyns (ISPOLE), national co-coordinator (with KULeuven) of the European Social Study (ESS), a comparative European survey tackling various themes of life in society, such as health inequalities, gender, use of digital tools, etc. (europeansocialstudy.org). Audrey Vandeleene (ULB), Head of Survey Management, will talk about the data collection possibilities offered by the new Belgian probability panel (The Social Study - TSS), based on a representative sample of the Belgian population (https://thesocialstudy.be/).

This session will be a collaborative, PhD-led workshop on presentation skills.

We will split into smaller groups, and each PhD researcher will present their work in 8 minutes. This 'mock' presentation is an opportunity to practice public speaking skills ahead of the ISPOLE Research Day (May 23) and other conferences.

After each presentation, the audience, a mix of junior and senior colleagues, will brainstorm strengths and weaknesses regarding the delivery, tone, and body language of the presenters. The focus will be on HOW we all present, and not on the content of what we say. After all PhDs have received feedback, we will reunite as a roundtable to summarize tips and tricks regarding public speaking in academic contexts.

The session is oriented towards colleagues who do not have much experience (yet) with public speaking, but also more confident or experienced speakers that would like to help peers find the best strategies. Presentations can be in the language and about the topic(s) that you prefer.

Disseminating Social Science Research: A Panel Discussion

Abstract: For this final capacity building seminar for 2023/24, we are pleased to host a panel discussion on disseminating social science research. The dissemination of social science research is more crucial than ever for informing policy, shaping public discourse, and fostering societal change. This panel discussion brings together three scholars/practitioners to provide valuable insights and practical strategies for effectively disseminating social science research and maximizing the impact of research findings. Through the sharing of best practices and shared experiences, participants will gain valuable perspectives and tools to enhance their ability to reach broader audiences.

Jeremy Dodeigne

Jérémy Dodeigne is an associate professor in Belgian and Comparative Politics at the Department of Political, Social and Communication Sciences at the University of Namur. His research focuses broadly on the access of political elites to power and how they behave once in office, from an historical perspective. In particular, his comparative work has examined how processes of state restructuration—i.e. regionalisation and Europeanisation observed over the last 50 years—have impacted candidates’ recruitment and their parliamentary behaviour. More recently, he has extended his research agenda to the study of personalisation of politics and political styles in European democracies since the 1960s. In his projects, he has used both quantitative analyses (with a recent focus on deep learning techniques for content analysis) and qualitative methods (narrative interviews with elites).

Gilles Pittoors

Gilles Pittoors a Policy Analyst at the European Parliamentary Research Service (EPRS) and affiliated researcher to the GASPAR Research Group at Ghent University, where he obtained his PhD in 2021. His research addresses normative and empirical questions of democratic governance in Europe and the Europeanisation of national politics, as well as transnational of European politics and citizenship. His work has been published in academic journals such as the Journal of Common Market Studies, the Journal of European Integration, the Journal of Contemporary European Studies, Acta Politica, and Governance and Politics, as well as in several edited volumes published with Routledge and Acco.

Jana Gheuens

Dr Jana Gheuens is a Researcher at the Centre for Environment, Economy and Energy at the Brussels School of Governance, Vrije Universiteit Brussel. She investigates various aspects of EU climate governance as part of the 4I-TRACTION and GreenDeal-NET projects. Additionally, she co-teaches the course ‘EU Climate Policy’ in the Brussels School’s Postgraduate Certificate in EU Policy Making Programme. Jana also has her own podcast ‘How Green is Your Deal?’ in which she talks with climate experts about hot topics in EU climate governance.

Over the last three decades, the development of information and communication technologies has increased the number of ways in which (personal) data can be collected, stored, processed and shared. In this context, various regulations - including the famous European GDPR - have emerged to regulate the processing of personal data. 

Scientific research is no exception, and new rules are now being imposed. While the initial determination to ensure that researchers comply with these new standards was relatively timid, a new impetus is now emerging, particularly through the main funding bodies - Belgian and European - which are now imposing increasingly strict rules on ethics and data protection. 

When is data considered "personal"? What is the difference between pseudonymised, anonymous and encrypted data? What can easily be put in place at the different stages of research to limit ethical and data protection issues? How to navigate these sometimes confusing and/or technical legal obligations? Certain practices put in place at the earliest stages of research often make it possible to limit the constraints (and unpleasant surprises) later on. 

During this workshop we will explore these issues together and try to identify the main challenges we face in the course of our research. So don't hesitate to come with your own questions. Dans la foulée, au Lecl. 93, l'équipe administrative propose aux nouveaux et nouvelles chercheur∙es une séance d'information pour les renseigner sur différents aspects de la vie dans l'institut ISPOLE. 

Le lunch-sandwiches, qui aura lieu à 12h00 dans la cafétéria, est ouvert à tous les membres de l’institut. Ce moment sera suivi, à partir de 12h30, par le Conseil d’institut dont l’ordre du jour vous sera communiqué prochainement.

Dès 14h30, nous vous proposons une activité conviviale qui s’inscrit dans la réflexion menée actuellement par notre institut vers un environnement plus durable : la visite des serres de l’UCLouvain (inscription obligatoire ci-dessous).

Nous clôturerons ensuite la journée à la cafétéria du Earth and Life Institute avec un drink et la traditionnelle photo de rentrée ISPOLE 16h à 17h (c’est important que nous soyons nombreux et nombreuses à figurer sur cette photo qui sera utilisée, par exemple, sur notre site web).

Each year, we welcome new researchers to the institute. This year, Friday, October 4, 2024, will be a special day dedicated to help facilitate their integration.

From 9.00 AM, we will welcome you all for a breakfast in the ISPOLE cafeteria. Following, in Lecl. 93, the administrative team will offer new researchers an information session to guide them on various aspects of life at the ISPOLE institute.

A sandwich lunch, open to all institute members, will then take place at 12:00 PM in the cafeteria. Starting at 12:30 PM, the Institute Council meeting will commence, with the agenda to be shared with you shortly.

From 2:30 PM, we invite you to a friendly activity aligned with the institute’s current reflection on moving towards a more sustainable environment: a visit to the UCLouvain greenhouses (registration required below).

We will then close the day at the Earth and Life Institute cafeteria with a drink and the traditional ISPOLE welcome photo from 4:00 PM to 5:00 PM (it is important that we have as many people as possible in this photo, which will be used, for example, on our website).

Connecting research questions with methods

“All social scientists, when they design their project, bump sooner or later into two key challenges: how do I formulate my research question(s)? And which main method(s) should I use? I will demonstrate that these two challenges are in fact interconnected, as different types of research questions [3 main types will be distinguished] relate to different research goals and call for different types of methods. The broader context of the research – in particular the accessibility to primary evidence, the more or less routinized or emerging nature of the phenomenon to be analyzed, and the state of existing theories on this phenomenon – also needs to be considered. So does the researcher’s epistemological position. I will thus propose some concrete guidelines and tricks of the trade on how to find your ‘best fit’ between your research question(s) and research method(s).” ( Benoît Rihoux)

Benoît Rihoux is full professor in political science at the UCLouvain, Belgium. He plays a lead role in the development and diffusion of comparative methods, in particular Configurational Comparative Methods (CCMs) and Qualitative Comparative Analysis (QCA). He is engaged in diverse disciplinary, interdisciplinary and transdisciplinary projects, also covering management, evaluation, development, health systems research and medicine, involving mixed- and multimethod designs and QCA. Besides, he is engaged in the Global Wo.Men Hub (https://gwmh.org/ ), an action/think tank pushing for equality and collaboration between women and men.

Elle y abordera plusieurs questions telles que : Comment les études de genre permettent-elles de remettre en question les savoirs produits ? Comment s’y prendre concrètement ? Quels liens entre militantismes et recherche ?

Dans le cadre de nos activités de soutien à la recherche, nous avons le plaisir de vous convier à la deuxième édition des Data Lunch Talks, prévue le lundi 2 décembre de 12h15 à 13h15. Cet événement se déroulera en présentiel à la Salle Jean Dabin (rez de chaussée du bâtiment MORE) ainsi qu’en distanciel via Teams.

Cette activité vise une meilleure utilisation des données de recherche existantes dans les disciplines SSH, favorisant ainsi les collaborations interdisciplinaires. De plus, dans certains domaines, la valorisation des données est devenue un critère d’évaluation pour les appels à projets ou une exigence contractuelle. L’objectif est d’exposer l’intérêt potentiel de ces données pour la recherche (interdisciplinaire) en SSH.

Pour cela, nous accueillerons des chercheurs qui présenteront leurs jeux de données en une quinzaine de minutes, en décrivant leur contexte, leur contenu, leur méthodologie et leur originalité, tout en suscitant éventuellement des pistes de recherche. Les autres participant.es auront également la possibilité de poser des questions.

As part of our research support activities, we are pleased to invite you to the second Data Lunch Talks, scheduled for Monday December 2, from 12:15 to 1:15 pm. This event will take place face-to-face in the Salle Jean Dabin (ground floor of the MORE building) and remotely via Teams.

This activity aims to make better use of existing research data in SSH disciplines, thus fostering interdisciplinary collaborations. Indeed, in some fields, the valorization of data has become an evaluation criterion for calls for projects or a contractual requirement. The objective is to expose the potential interest of these data for (interdisciplinary) research in SSH.

To do so, we welcome researchers to present their datasets in around 15 minutes, describing their context, content, methodology and originality, and suggesting possible avenues of research. Other participants will also have the opportunity to ask questions.

In a world undergoing profound change, Belgium faces crucial strategic choices in defense and foreign policy. Since the end of World War II, the country has been deeply committed to establishing and maintaining multilateral alliances. Multilateralism, the cornerstone of Belgian strategy, stands as both an undisputed and, at times, an unquestionable element. Within this framework, defense and foreign policy have become specialized. Given the evolution of the international system, should Belgium further deepen this multilateral approach, or should it seek to diversify its options by developing new specialized niches in defense and diplomacy? What role could a revitalization of bilateral relations play in defending its national interests? This conference aims to explore these questions by focusing on two main axes: (1) The relevance and limitations of multilateralism in Belgium’s defense and foreign policy strategy. (2) The opportunities offered by niche strategies and bilateral partnerships within a redefined strategic balance. Through discussions between experts, researchers, and practitioners, the goal will be to identify possible ways to enhance the effectiveness of Belgium’s defense policy and its diplomatic standing on the global stage.

Panel 1 - Specialization as Strategy: Examining Belgium’s Defense Role Beyond Multilateralism

Description
Since the end of World War II, Belgium has relied primarily on its multilateral alliances, embodied mainly by NATO and the European Union, for defense. However, this strategy faces criticism both internally and externally, as Belgium is often seen as a 'free rider' delegating most of its security responsibilities. This panel aims to question the relevance of this multilateral approach in Belgian defense strategy. Should it remain the central pillar of the country’s security policy, or could Belgium enhance its role by adopting a niche strategy in specific areas? The panel will explore successful examples of specialization, such as maritime demining, and discuss potential niches Belgium could explore to maximize its impact, given its limited resources. What military structure and organization would support such a strategy, and how can Belgium ensure that these choices meet current security challenges without sacrificing multilateral cooperation?
This panel is intended for security experts, political and military leaders, as well as researchers and defense professionals who wish to debate the future possibilities for Belgian defense and security strategy within an international framework.
 

Panel 2 - What Role for Multilateralism in Contemporary Belgian Foreign Policy?

Description
The international system is evolving at breakneck speed. Alliances with shifting configurations are being redefined, raising questions about Europe’s role. Faced with a gradual fragmentation of the globalized world, UN multilateralism coexists with alternative initiatives, such as those promoted by the expanded BRICS. While multilateralism remains a powerful lever of influence, is it still the main path for Belgium’s diplomatic strategy? A return to power dynamics is influencing Belgian foreign policy and the promotion of its national interests. Should Belgium deepen its multilateralism by developing new niches, or would it be more relevant to revitalize a bilateral network that has declined in recent decades? This panel will explore this question to determine if multilateralism should remain the priority or if it’s time for Belgium to refine its approach through more focused specialization.
This panel is intended for experts in diplomacy and international relations, policymakers and diplomats, as well as researchers and practitioners in the fields of foreign affairs and diplomacy, who wish to discuss possible futures for Belgian diplomacy in an international context.

On 10 February 2025, ISPOLE will have the pleasure of hosting Prof Dvora Yanow (Wageningen University, California State University) for a 1-day visit.

Dvora’s work on interpretative policy analysis and research methods has long influenced political science research.  

Her visit will be a two-part day.

Capacity Building workshop (open to docs & post-docs: 9h30-11h30)
Dvora will walk us through the origins of interpretive methods (and of the language/term/concept of ‘interpretation’ itself). We will delve into the differences between interpretive and positivist thinking, linking methodology and methods. The workshop will draw from both her experience as an ethnographer and interpretive methodologist and from the participants’ own research designs, to investigate how (if) interpretive methods would be a valuable contribution to our work. All methods and kinds of research questions are welcome – join us to know more about the possibilities of interpretive political science! If you would like to attend online, please send us an email.

ISPOLE Seminar and Capacity Building Organising Teams

The Complexities of Amending for Colonialism and Enslavement

☕ We will start the day with a quick cup of coffee and croissants at 08.30 in the ISPOLE cafeteria.

Then, during a first session from 09.00 to 10.15, our main guest expert, Prof. Lobe, will walk us through how to build, justify, implement, and write up a mixed research design.

During a second session from 10.30 to 12.00, three students will present their work in progress, giving us the opportunity to provide feedback and engage in an open exchange about the challenges we have faced—or continue to face—with mixed and multi-methods research design.

The workshop will conclude with a sandwich lunch.

Forty Years of Gendering Comparative Policy Analysis

This presentation identifies the development of Comparative Gender Policy as an area of study since the 1980s. It shows how this vital and thriving sub area of the subfield of Politics and Gender has become a permanent fixture in policy studies and how It has interfaced with the interdisciplinary field of Comparative Public Policy Analysis.

The highly active research network, Gender Equality Policy in Practice, co convened by Mazur with Isabelle Engeli will be discussed a case study of gendering policy studies.  With six edited books in which the comparative GEPP Approach is applied by over 50 policy scholars In  country based case analyses of gender equality policy implementation in five different areas of policy (equal pay, corporate board, political representation, care) and one country ( France), the network has gone far in identifying the key role of policy implementation in successful gender equality policies in western post industrial democracies.

Presenter Bio: Carlos Bravo-Laguna is an Assistant Professor at Leiden University and a Steering Committee member at the ECPR Standing Group on Political Networks. Carlos holds a PhD in Political and Social Sciences from Pompeu Fabra University. His research examines relational dynamics in transboundary crisis management. Other research interests include the coordination of transnational regulatory networks and the study of regulatory oversight. His research has appeared in various leading academic journals, including the Journal of Common Market Studies, the Journal of Public Policy, and Governance.

Whisper is a powerful transcription tool developed by OpenAI (ChatGPT) that supports more than 40 languages (https://github.com/openai/whisper#available-models-and-languages).  

Its installation on the servers of UCLouvain allows us to guarantee the confidentiality and security of the data.

The use of Whisper requires a short training session to understand how to use it.
