Sandy Tubeuf (1978) joined Université catholique de Louvain in Sept. 2018. She is president of the Institute of Health and Society from Sept. 2025 for a 3-year mandate. She leads ECHIL Economics, Health, Inequalities Louvain a research team in health economics. The team is composed of 5 PhD students and 2 post-doctoral fellows, and their research interests span: measurement of healthcare inequalities, behavioral economics, health outcome research, global health and planetary health with empirical and theoretical viewpoints. She was a Circle U international Chair in Global Health between July 2021 and July 2025.
Prior to her appointment at UCLouvain, Sandy Tubeuf held positions at the University of Leeds and the University of York. She received her European PhD in Economics from Aix-Marseille School of Economics in 2008 and a French Habilitation in 2017 from the University of Bordeaux. She holds an MSc in Public Economics, an MEng in Econometrics from Aix-Marseille School of Economics and a BA in Applied Mathematics from Aix-Marseille University.
Her research portfolio includes evaluating and designing complex health care interventions in public health, healthcare and patients’ decisions. She is also an expert of the measurement and understanding of health inequalities and inequalities of opportunities in health and in education. She has also worked on the evaluation of healthcare programmes. She leads empirical research based on secondary data from France, the UK, Europe as well as Nigeria, Benin and Bangladesh. She has also led survey data collection online (Belgium, France) and in the field (Benin, Bangladesh, Nigeria).
At UCLouvain, she shares her time between the Institute of Health and Society (IRSS, Faculty of Public Health) and the Institute of Economic and Social Research (IRES, LIDAM).
Sandy Tubeuf has received funding for her research from a range of funding bodies from the UK (NIHR, ESRC, Leverhulme), France (MiRe-DREES, IReSP), Belgium (ARES, FNRS) and the EU (H2020). She also serves and has served on a variety of advisory and experts panels that aim to offer funding recommendations in Belgium, France, the UK, the Netherlands, Sweden, and Luxembourg) or provide advice to policy-makers (NICE, HAS, DGOS, INAMI, KCE). She has been invited to present her research work in more than 80 seminars in Economics and Health Economics departments around the world. Her research often features in the news and Sandy regularly communicates with the media to comment health and healthcare related decisions.
At UCLouvain, she teaches health economics methods for master students in Public Health and in Economics. She is also a guest lecturer at the Université Paris-Dauphine (France), Sciences Po (France), University of Pisa (Italy), and Université Abomey-Calavi (Benin).
