Silvia Rizzuto Ferruzza

Silvia Rizzuto Ferruzza is a Postdoctoral Research Fellow in EU Law at the Department of Legal Studies of the University of Bologna (Italy), where she contributes to the Horizon Europe-funded project EUSAiR – EU Regulatory Sandboxes for AI. Her current research focuses on the governance of artificial intelligence within the European Union, with particular attention to regulatory sandboxes, administrative cooperation, accountability mechanisms, and the implementation of the EU AI Act. She holds a PhD in European Law from the University of Luxembour. Her doctoral dissertation, Frontex and Effective Remedies: Assessing Mechanisms of Legal Protection in a Shared Enforcement Space, examines judicial protection and accountability in EU integrated administration, with a particular focus on the European Border and Coast Guard Agency. Her research interests include EU constitutional and administrative law, EU agencies, judicial remedies, migration and asylum law, and the governance of emerging technologies. She has published extensively in leading journals and collective volumes on EU institutional law, migration governance, and accountability in multi-level regulatory systems. In 2026–2027, she was selected as an Emile Noël Global Postdoctoral Fellow at the Jean Monnet Center of NYU School of Law.
 

As a specialist in EU constitutional and administrative law, the invitation of Silvia Rizzuto Ferruzza (University of Bologna) will bring an international perspective to both teaching and research activities.
Her lectures will expose students to contemporary debates on EU law, migration, borders, fundamental rights, and institutional accountability. Her research seminars will foster dialogue between different fields of law, including EU law, migration law and administrative law while creating opportunities for exchange among faculty members, researchers, and doctoral students. The visit will also strengthen and deepen academic ties between UCLouvain and the University of Bologna, creating a basis for future collaborations in research, teaching, and European-funded projects.

Enseignement

Silvia Rizzuto Ferruzza will contribute to the following teaching activities (8 hours in total):

Constitutional Law of the European Union (Master's level - LDREU2209) – 4 hours:

Contemporary Legal Issues: A Belgian Perspective (for incoming Erasmus students - LDROI1053) – 4 hours:

- Frontex, Accountability and Fundamental Rights (2 hours) 28/09

All teaching activities will be conducted in English and will combine lectures, case-law analysis, and interactive discussions.

Recherche

Silvia Rizzuto Ferruzza will contribute to the following research activities (2 hours in total):

- Research Seminar - 22/09: presentation and discussion of her research on effective judicial protection in EU law and upcoming monograph on EU agencies' hybrid executive powers.

- EDEM Research Seminar - 24/09: research exchange with doctoral researchers and faculty members, focusing on Frontex, shared responsibility and migrants' effective judicial protection.

These activities will promote scholarly discussion and strengthen research collaboration between UCLouvain and the University of Bologna.
